Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. The plans propose rehabilitation of an existing one-story former office building into a mixed use multi-tenant building with the addition of a second story for additional tenants. The proposed uses are about half administrative office (upper level), with the remainder of the floor area split between retail sales, personal improvement service, restaurant, and microbrewery (all on the ground level). The applicant is seeking incentives through the previously-approved 63rd Street Corridor PIEA, which requires rezoning to District UR to be eligible to receive these incentives.

 1. Staff from the City Auditor's Office will present a Scope Statement: Independence Avenue Community Improvement District.
 
 Doug Jones and Joan Pu, both from the City Auditor's Office, addressed the Committee. Ms. Pu informed the Committee that the reason for the audit was because members of the public expressed concerns to the City Auditor's Office about the administration, transparency, and accountability of the Independence Avenue Community Improvement District. The objective of the audit is to answer the following question: is the administration of the Independence Avenue Community Improvement District transparent and accountable to the public. It was noted that the Auditor's Office will review state statutes related to CIDs, the petition and ordinance establishing the CID, CID policies and procedures, financial information, reports, contracts and other documents. The CID board members, staff, and other related parties will also be reviewed. The anticipated release date of the audit is January 2017.
 
 2. There may be informational presentations and discussions on Planning, Zoning, and Economic Development policy issues.
 
 3. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes (1) legal matters, litigation, or privileged communications with attorneysof Missouri, there may be a closed session to discuss: , pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
