Authorizing execution of a contract amendment with Swope Community Builders in the amount of $102,027.50 for the provision of housing development services to the City under the Community Development Block Grant Program (CDBG). 


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Dan Schmelzinger, Housing Department, testified on behalf of this ordinance. The City desires to increase the amount of funding provided to Swope Community Builders for housing development activities in the Mt. Cleveland Estates project area. This contract amendment would increase the amount of funding by $172,327.50. Funds are being transferred from another Swope project which was terminated due to the presence of unforeseen environmental conditions which resulted in the project not being economically feasible to undertake. The increase will provide for the development of one additional single-family home.

Authorizing the City Manager to enter into a Purchase Agreement with the Land Clearance Redevelopment Authority of Kansas City, Missouri (“LCRA”) to transfer title of the property at 1121 McGee Street to LCRA to facilitate redevelopment of the Argyle Building.

Bob Langenkamp, City Manager's Office, testified on behalf of this ordinance. Joe Egan, LCRA, was present to answer questions from the committee. This Ordinance authorizes the City Manager to enter into a Purchase Agreement with the Land Clearance Redevelopment Authority of Kansas City, Missouri (LCRA) to transfer title of the property at 1121 McGee Street to facilitate the redevelopment of the Argyle Building.

RESOLUTION - Expressing the Council’s desire that the Tax Increment Financing Commission of Kansas City, Missouri convene a public hearing to consider approving and recommending to the Council the termination of Redevelopment Project Areas 65-A and 65-B of the Civic Mall Tax Increment Financing Plan.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Jerry Riffle, Lathrop & Gage, testified on behalf of this ordinance. Cecilia Abbott, City Attorney's Office, explained the changes made in the committee substitute. In order for the developer to get a certificate of occupancy these two tax parcels need to be combined. This gets around the fire code expectation on this project. Jackson County suggests that the Civic Mall TIF be terminated in order for this option to go forward.

 There will be a discussion on Super TIF Policy. Bob Langenkamp, City Manager's Office, and Heather Brown, TIF Commission, gave an overview of the City's Super TIF procendures. Handouts are on file in the City Clerk's Office. A standard TIf gives 100% of property tax revenue and 50% economic activity taxes, in a Super TIF the choice is to appropriate all or part of the 50% economic activity taxes. In 1994 the City passed a policy to support Super TIF for a downtown hotel. Around 1996 the City began using it on other projects throughout the City. There is a list of the projects that have received Super TIF included in the handouts. There will be discussion of Economic Development Priorities. There was no discussion on this item. There may be general discussion regarding current Planning, Zoning and Economic Development issues. There was no general discussion. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee.
