Approving an amendment to a previously approved preliminary plan in District CP-2 on approximately a 33 acre tract of land generally located at the southwest corner of N.W. 64th Street and Interstate 29. (7588-CP-41)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Planning, explained that the ordinance was for a previously approved preliminary plat generally located at the southwest corner of W 51st and Interstate 29.This ordinance seeks to delete the retail/office portion of the plat and add a cell tower. Councilman Fairfield asked what type of barrier there would be between the tower and nearby residential units. Jim Bowers, White Goss, representing Tuff Lite, stated that the project would be done in three phases and that there is no development immediately butting the project area. He added that there had been meeting with some near by residents and the plan for the project had been shared. The residents understand that the tower will assist them with better reception for their cell phones and benefit to everyone.

RESOLUTION - Approving an amendment to the Beacon Hill/Longfellow Area Plan for the area generally located at the northeast corner of 31st Street and Southwest Trafficway to recommend medium density residential instead of office commercial. (202-S-16)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Larry Stice, City Planning, explained that the three companion cases 041017,041018 and 041019 deal with the rezoning, land use and amendment to the development plan respectitively. He added that the area in the plan was deem blighted and the conversion to condo's would allow property to be rehabilitated. He shared drawing to illustrate the architects vision for the finished property. Mayor Barnes commented that she thought this was a great project. Bob Langley, LCRA, stated that LCRA will remain co-development of the project. Councilman Fairfield asked if the developer was receiving abatement and purchase discount, that could be considered unethical. Representative for the developer said that the purchase price had already been agreed on before the abatement was requested. The purchase was a good one because for the building had been up for sale for over 14 months.

Approving the Urban Renewal Plan for the area of approximately 7.3 acres generally located at the northeast corner of 31st Street and Southwest Trafficway, known as the BMA-Landmark Tower Urban Renewal Plan. (613-S)

Amending the General Development and Land Use Plan, Kansas City International Airport, by changing the land use designation from General Transient Retail Business Uses to Regional Business Uses for an approximately 4 acre tract of land generally located on the west side of N.W. Plaza Circle about 800 feet south of N.W. 119th Street. (247-S-91)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA"
Jennifer Thomas, City Planning, stated that the ordinance dealt with the Kansas City International Airport land use plan, amendment and rezoning. It seeks to delete 4 acres from the plan and add a hotel. There had been some concerns regarding the storm water detention. Councilman Nash suggested the options of alternative systems be examined and the item be held one week.

Approving an amendment to a previously approved development plan in District GP-1/GP-2 on approximately a 211 acre tract of land generally located in the southeast quadrant of I-29 and N.W. Cookingham Drive, for the purpose of deleting an approximately 4 acre tract of land from said development plan. (6217-GP-20)

Amending Chapter 80, Code of Ordinances, by repealing Section 80-41, Authorized uses in R-1 districts, and enacting in lieu thereof a new section of like number and subject matter that adds private parks and playgrounds as authorized uses.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA"
Darryl Williams, City Planning, said that the ordinance amended the zoning for the R1. The neighborhood Association requested conditions added concerning lighting, recreational area and the set backs required. Virginia Walsh, City Planning, said that conditions could be added.

Vacating Bell Street between Bi-State Drive on the north and south, 27th Street from Bell to the state line, Kansas City, Jackson County, Missouri, and directing the City Clerk to record certain documents. (1483-V)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Planning, explained that the ordinance dealt with a vacating Bell Street between Bi-State Drive on the north and south, 27th Street from Bell to the state line, Kansas City, Jackson County, Missouri, and directs the City Clerk to record certain documents. There had been testimony on the ordinance previously but he give a brief overview for the benefit of Councilwoman Cooper who was now present at that meeting.

Approving an amendment to a previously approved preliminary plan in District URD on approximately a 2.9 acre tract of land generally bounded by 20th Street on the north, McGee Street on the east, the Kansas City Terminal Railway tracks on the south and Grand Boulevard on the west. (12921-URD-1)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Planning, stated that this ordinance was apart of the Western Auto Plan. It would allow additional parking for residential and commercial plan. The plan would also allow the developer to restrict parking for the development during peak work hours. All 227 spaces are for residential parking. Doug Stone, Polsennelli, added that the city is growing rapidly and the Western Auto Condo's are 80% sold.

Authorizing and approving a development agreement among the City, National Garage, LLC; Professional Building, LLC, and The Alexander Company in connection with the redevelopment of the Professional Building.
