Approving the Fourth Amendment to the Civic Mall Tax Increment Financing Plan; finding that all Redevelopment Project Costs to be funded from Payments in Lieu of Taxes and Economic Activity Taxes generated by Redevelopment Project Areas 64B, 65A and 65B, with the exception of remaining and anticipated TIF Commission administrative costs related to the actions contemplated by this Ordinance; terminating the designation of Redevelopment Project Areas  64B, 65A and 65B, declaring as surplus all Payments in Lieu of Taxes and Economic Activity Taxes in excess of amounts required to pay existing and anticipated TIF Commission administrative costs, distributing such surplus funds to the taxing jurisdictions and dissolving the special allocation fund for those Redevelopment Project Areas.

RESOLUTION - Approving the Paseo West Community Improvement Study as a guide for improvements in the Paseo West neighborhood and the area generally bounded by I-29/71 Highway on the north, I-70 on the south, 1-70/71 Highway on the west, and The Paseo on the east.

Randy Dunn, City Planning, testified on behalf of this ordinance. Jeremy Davis, EDC, was present to answer questions from the committee. This ordinance will approve the Paseo West Community Improvement Strategy which is an area generally bounded by I-29/35 on the north, I-70/71 Highway on the west, I-70 on the south and The Paseo on the west. The purpose of the Paseo West Community Improvement Strategy is to: • Prioritize issues and create a strategic implementation strategy. • Support ongoing economic development. • Work to coordinate efforts to improve the area. • Outline steps and strategies for plan implementation. Rezoning an area of approximately 30.5 acres generally located on the south side of Carondolet Drive on both sides of Glen Arbor Road, to consider rezoning from Districts R-7.5, R-1.5, R-0.5, and B1-1 to District UR; approving a preliminary development plan for office uses and structured parking in two phases; appropriating $150,000.00 for public improvements for the project; and recognizing an emergency.  There will be discussion of Economic Development Priorities. There was no discussion of Economic Development Priorities. There may be general discussion regarding current Planning, Zoning and Economic Development issues. Councilman Ford reminded the committee that the next 2 meetings will be lengthy with agenda items and additional buisness items. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
