Approving an amendment to a previously approved preliminary plan in District UR (Urban Redevelopment), on a 12.2 acre tract of land generally located at the southeast corner of Troost Avenue and Emanuel Cleaver II Boulevard, to allow for the elimination of the 10 residential units and approval of 75,500 square feet of existing and future retail/commercial development. (12034-UR-3)

Determining that a public benefit will be gained by the waiver of a demolition lien on the property located at 2826 Prospect Avenue; and authorizing the City Manager to waive the lien.

Jim Hedstrom, City Planning, explained that the property was owned by HEDFC. The property is attached to the Zion Metropolitan Church was offered to them but they were unable to accept because of outstanding liens. However the building has burned down and it is now a vacant lot. The Church would now like to receive the property and build an annex for church class rooms and offices. Allowing the lien waiver for the property to come back on the tax role and outstanding debit for the property will still be the responsibility of the original owner. Representatives from the Church and Neighborhood Department were present. Jerome Robins, Neighborhood Community Services, explained that the fire marshal did not reveal cause of fire but the church has maintained the property since the fire and now would like to use the property for good purposes. Councilman Wagner said that he believed that this property was a good example of why the council added the review process. The Committee will take this under advisement. Reviewing section "E" the committee discussed the appointment of a representative to the CID board. Councilman Wagner, disagreed that there should be an appointment to all CID's. He suggested that appointments be allowed only when there is City property within the CID. There was continued discussion related to the specifics of the policies for CID's and the Committee agreed to review and accept suggestion from interested parties and to pass the ordinance.

RESOLUTION - Establishing the City’s policy for approval of new community improvement districts, repealing Committee Substitute for Resolution No. 060255, and directing the City Clerk to docket certain communications on the Planning, Zoning and Economic Development Committee’s agendas.

Clyde Page, City Planning, reviewed the policy for CID's, item by item allowing the committee and others an opportunity to comment and make suggestion. Councilman Ford asked if the CID's would be allowed to bond out. Mr. Page answered that yes they would. Councilman Wagner asked if that would be after 5yrs, 10yrs etc. Mr. Page said that would be something that the Council would need to decide on. Councilman Ford said that he is concerned that he is seeing more CID's that seem to have no end and may not be fulfilling their obligation.

RESOLUTION - Expressing the City Council’s support for the AdvanceKC strategic plan and underlying process and directing the City Manager to develop an ordinance whereby the City Council would approve the AdvanceKC Strategic Plan.

 There will be discussion of Council Priorities relating to economic development.
 
 There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
