Approving the plat of Auburndale Estates Second Plat, an addition in Kansas City, Clay County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreements.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Travis Kiefer, Public Works, addressed the plat of Auburndale Estates Second Plat, an addition in Kansas City, Clay County, Missouri accepting various easements and establishing grades on the public right of ways. He added that it authorized the City Clerk to file the ordinance and it's agreements. The project is near NW 112th Street. It would allow 105 single family homes. John Kort, John Kort Consulting, is the agent for the developer, Ken Boschert. Mr. Kort was present and requested advancement. Councilman Fairfield asked about flooding issues. Travis Kiefer, Public Works, said that the flood detention basin proposed by the developer is typical of this type of project and the sloping walls would make entering and existing the basin easier in the event that someone would be in it. He added that the project was on high ground and that the basin was located at the rear of the project which is done in the hope that it would deter people especially children from playing in the basin. Councilwoman Cooper added that it is the responsibility of parent to monitor their children and keep them out of the basin not the responsibility of the developer.

Travis Kiefer, Public Works, explained that the ordinance would create 3 single family lots to be known as Oakview Center replat. The project is near northeast 99th St. Trophy Homes is the applicant and Dave Matthews, John Lutjen & Assoc. was present to represent the applicant.

Estimating additional revenue from the award of a $200,000.00 Brownfields Assessment Grant and $200,000.00 Brownfields Petroleum Assessment Grant from the U.S. Environmental Protection Agency; estimating revenue in the amount of $200,000.00; and appropriating additional revenue to certain accounts.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Andrew Bracker, City Planning Brownfield Coordinator, explained that the acquisition of grants for the prospect corridor and Columbus Park have been granted. Mayor Barnes , said that she was excited at seeing funding for these projects. Andrew Bracker, said that the underground gas tanks were being removed by the state of Missouri as part of this project.

Approving the plat of Platte Woods Center-Replat, an addition in Kansas City, Platte County, Missouri.

Travis Kiefer, Public Works, stated that the ordinance represented was Platte Woods, it consist of 2 commercial lots near Missouri Route 9 and HWY 29. Don Hathaway is the agent for the applicant, Timothy D. Harris.

Amending Chapter 80, Code of Ordinances, by repealing Section 80-212, Conditional use permitted for limited time, and enacting in lieu thereof a new section of like number and subject matter, to clarify the provision on demolition debris landfills.

Larry Stice, City Planning, explained that this ordinance would amend chapter 80, for a change in the zoning. Conditional use permitted for limited time, and enacting in lieu thereof a new section of like number and subject matter which clarifies that the demolition debris landfill provisions apply to material from any buildings or structures.

Vacating the north-south alley next west of Walnut Street from the south line of E. 13th Street, to the north line of E. 14th Street, Kansas City, Jackson County, Missouri, and directing the City Clerk to record certain documents.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Larry Stice, City Planning, stated that this vacation was related to H&R Block plan. Missy Wilson, EDC, explained that EDC now had ownership of all the properties in the designated area. Mayor Barnes opened the discussion about the issues that would arise with the closing off of streets. Larry Stice, said that street closings were scheduled to begin on 8-2-04 for a portion of Main Street and 13th. Councilman Nash, advised that viewing audiance of the street closing and commented that citizen should be prepared to endure the temporary inconvience for the long term benefits that this project will bring to the City.
 
 There will be a Closed Session to discuss a Real Estate Transaction pursuant to RSMO 610.021 (2).
