Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The purpose of the Ordinance is to correct an error created during the 2012 overall neighborhood downzoning effort. The City Plan Commission docket map for Case No. 14275-P shows the downzoning limit along Pennsylvania (east) slightly south of the downzoning limit along Jefferson Street (west). The docket map does not include 3520 Pennsylvania in the downzoning. The power point aerial exhibit presented by staff at the City Plan Commission and the PZ&E Committee hearing had the downzoning boundary line excluding 3520 Pennsylvania from the rezoning. Following the approval by the City Plan Commission on May 15, 2012, staff erroneously listed the address and legal description for 3520 Pennsylvania with the ordinance request. Committee Substitute Ordinance No. 120528 passed by City Council on June 28, 2012 included 3520 Pennsylvania even though it was not one of the parcels submitted by the neighborhood for downzoning, it was not included by the City Plan Commission at the CPC hearing or by the PZ&E Committee at the hearing. This rezoning is necessary to revert 3520 Pennsylvania to its original R-5 zoning designation.

The Ninth Amendment provides for modifications to the boundaries of Redevelopment Project Areas 3B-1, 3B-2, and 4 as described by the Plan. The Ninth Amendment does not alter or modify the intent of the Plan, except for those change The Ninth Amendment provides for modifications to the boundaries of the Redevelopment Plan Area and each of Redevelopment Project Areas 3B-1, 3B-2, and 4. Although the overall acreage comprising the Redevelopment Plan Area has increased by 14 acres due to the aforementioned changes, Redevelopment Project Areas 3B-1 and 3B-2 have decreased in size, while Redevelopment Project 4 has increased. Amending Chapter 88, Code of Ordinances, by repealing Section 88-445-05 Signs in the Public Right-of-Way and on Public Property, and enacting in lieu thereof a new section of like number and subject matter that permits signage for the streetcar system. (254-S-295)

Patty Noll, City Planning and Development, gave the staff report on the Ordinance. In conjunction with implementation of the streetcar system and associated city efforts, certain electronic and digital signage will be necessary. Rather than dictate streetcar signage at this time, it is preferable to require that the streetcar authority or other entity permitted to have electronic and digital signage enter into an agreement with the city regarding specific parameters of signage. It is expected that signage for the streetcar system will vary depending upon the location of the line and the character of the neighborhood. Although the lines will be along major thoroughfares, signage that may be appropriate in the downtown area may not be for lines extending into residential areas. Signage will be utilized for public information as well as commercial sponsorship purposes and may consist of panels and video monitors within station or shelter wall, kiosks, or upon buildings. Technology also includes projecting signage, touchscreen and interactive screens, and user generated content. This will provide the use information on streetcar routes and schedules, maps, current events, restaurants and lodging, other transit modes, and historical aspects of an area. The streetcar marketing committee has researched other cities’ transit signage and is working with the industry to provide the most up to date system for the city. However, at this point, it is important to revise the code to state that digital signage is permitted, according to certain provisions.
