Appropriating the amount of $651,731.00 in the Police Grants Fund after estimating revenues in the amount of $651,731.00 in Ordinance No. 080621 to roll forward unexpended grant amounts from last fiscal year; granting requisitioning authority; and recognizing an emergency.

Troy Schulte, Budget Office, explained that the ordinance before the committee was to allow unexpected grant funds from the last fiscal year to be requisitioned to the appropriate fund. This move would allow for the purchase and maintenance needed for crime labs, software etc.

Authorizing acceptance of a $199,786.00 grant award with the U.S. Department of Justice, Bureau of Justice Assistance Mental Health Expansion Project Grant, to provide funding to support Community Justice Program’s partnership with the Jackson County Community Mental Health fund to support local mental health courts; estimating revenue in the amount of $199,786.00 in the Department of Justice Grant Fund; increasing appropriations in the amount of $199,786.00 in the DOJ Mental Health Expansion Project account of the General Fund; and designating requisitioning authority.

Approving contracts with the American Jazz Museum in the amount of $15,000.00 for events and projects from the Neighborhood Tourist and Development Fund.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
David Park, Neighborhood and Community Services, explained that ordinance 081092-081096 were related and all dealt with contract approval for various organizations, programs or events for Neighborhood Tourism and Development funds. The events and organizations, Programs or events are as follows: American Jazz Museum, Mayor's Christmas Tree Fund, Platte County Economic Development Council, Union Station and DeLaSalle Education Center. He said that all the entities had a good track records that there were few if any areas of concern. The entities had been put on separate ordinances to avoid conflict of interest and to allow the Council members to abstain from voting on those contracts.

 There will be an activities update on the Community Justice Unit's Aim4Peace Program. Tracy McClendon-Cole, explained that RFP training will be conducted on November 13, 2008. Additional funding for peace initiatives in the amount of 100,000 would be made available to responder at the overseen by a funding committee. Gentleman of the Roundtable were present to testify on their organization and how it can reduce violence. There may be general discussion of current Public Safety and Neighborhoods Committee issues. There may be Closed Sessions to discuss a Real Estate Transaction pursuant to RSMo. 610.021(2) and a Legal Matter pursuant to RSMo. 610.021(1).
