This ordinance rezones about 0.5 acres located on the east side of Broadway Boulevard between West 37th Street to the north and West 38th Street to the south from Districts B4-5 and R-1.5 to District B2-1, and approving a development plan on about 1 acre, to allow for the renovation and expansion of a McDonald’s restaurant drive-through. Jamie Hickey, City Planning, provided a presentation on this ordinance. City Planning Commission recommended the removal of the driveway in front of the building to create a safer pedestrian experience. There were talks of potentially adding a color walkway for the safe pedestrian experience. Mark Bryant, Rouse Fret White Gentile Rhodes Law Firm, spoke on this ordinance as well. This ordinance approves the Sixteenth Amendment to the Shoal Creek Parkway Tax Increment Financing Plan and directing the City Clerk to send a copy of this ordinance to Clay County. Cathleen Flournoy, Economic Development Corporation Kansas City (EDCKC), provided a presentation to this ordinance. This amendment will provide modifications to the description of public improvements created by the TIF plan, modifications to the budget of redevelopment project costs, and modifications to the sources of funds described by the TIF plan. This amendment will not alter or modify the intent of the TIF Plan. A digital copy of this presentation can be found in the City Clerk’s Office.

Dan Moye, EDCKC, provided a presentation to this ordinance. The second amendment will provide for the modification of the boundaries of the project area, include additional projects, modify the site plan and modify the budget, sources and uses. This ordinance rezones an area of about 5.83 acres located southeast of the intersection of E. 85th Street and Troost Avenue from Districts B3-2 and M1-5 to District B4-2. Chris Hughey, City Planning, provided a presentation to this ordinance. This rezoning will allow for a food preparation service business, specifically the subcategory of “Artisan – Artisanal Food and Beverage Manufacturing.” This use requires a Special Use Permit in the B3 zoning district, but is permitted by right in the M1 zoning district. Chris Woods, Woods Architecture, stated that this facility will bring estimated 30-60 additional jobs to the area. A digital copy of this presentation can be found in the City Clerk’s Office.

This ordinance approves the Tenth Amendment to the Summit Tax Increment Financing Plan. Bob Long, EDCKC, provided a presentation to this ordinance. This amendment provides for certain modifications to the Budget of Redevelopment Project Costs as it relates to the Project 26 (the exterior rehabilitation and improvements to the Sacred Heart-Guadalupe Church at 2514 Madison Ave and the Parish Hall at 914 W 26th Street) and other related changes and/or corrections as deemed necessary. The amendment will not alter or modify the intent of the plan as amended. With no increase to overall project costs, the proposed 10th amendment reallocates funding within existing project line items to reflect current exterior rehabilitation and improvement needs.

This ordinance accepts and approves a three-year $135,000.00 contract with the Missouri Department of Health and Senior Services that provides funding for sanitation inspections for child-care facilities in the Kansas City area. Caroline White, Health Department, provided a presentation on this ordinance. This participation agreement will allow for the Environmental Public Health program to conduct over 400 sanitation inspections, at licensed childcare facilities in the city, annually until 2022. The state will reimburse the program at a set rate based on the type of inspection conducted.

This ordinance will direct the City Manager to identify City owned property that can be used as low rent "support hubs" for nonprofit organizations that provide evidence based services and programs. Councilman Brandon Ellington, spoke to this ordinance. This would require an annual report from the City Auditor. Providing this would ultimately lead to a reduction of crime and an increase in education.
