RESOLUTION - Determining that the 19th Terrace and Central Tax Increment Financing Plan is making satisfactory progress under the proposed time schedule for completion of the projects therein.The Five-Year Report for the 19th Terrace & Central TIF Plan.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Bob Long, EDC, testified that the resolution was for the 19th Terrace and Central TIF Plan. The purpose of the item coming before the committee was so that he could give the require 5 year update. He reported that the projects were at a satisfactory level of completion. He shared a hand out. Councilman Nash asked about the amount of variance in the report that relate to the budget and the number of jobs projected vs. the actual jobs created. Bob Long explained that the projection is usually higher than the actual. The report also covered the private improvement and public improvement. The area has been designation is conservation. There has been and will continue to be rehabilitate existing buildings, demolition of deteriorated buildings, reconstruction of existing surface parking lots and construction of commercial facilities. It would also help to reconstruct utilities as needed as well as streetscape.

Approving the preliminary plat of Atriums at Soho West on an approximately 0.305 acre tract of land generally located at 612 Central Street. (SD 1130).

Jennifer Thomas, City Development, explained that the ordinance would allow the conversion of a building to extended stay hotel and condos. Councilman Fairfield asked what the cost of the condos would be. Mr. Long said that the cost would be 100K and 400K.

Accepting a Missouri General Warranty Deed from James Harrelson and Betty J. Kilker Harrelson, Husband and Wife conveying land to the City for public use purposes and directing the City Clerk to file.

Marilyn Labuck, CIMO, stated that the ordinance was for a Missouri general warranty deed. The land was owned by Mr. and Mrs. James Harrelson. The ordinance would convey the land to the City for public use.

Approving the plat of Brooke Meadows Second Plat, an addition in Kansas City, Clay County, Missouri; accepting and releasing various easements; establishing grades on public ways; accepting certain lands for park purposes forever, in accordance with Section 58 of Article III of the Charter of Kansas City; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreement.
