Estimating revenue in the amount of $135,000.00 in the General Fund and appropriating $135,000.00 in the General Fund to provide funding for the licensing and inspection of short term loan establishments. This revenue estimate is based on the licensing fees which will be generated from the short term loan establishments.

Appropriating $356,203.00 from the Unappropriated Fund Balance of the Local Use Tax Fund; reducing appropriations in the 2004 LLEBG Fund by $1,120.42; estimating revenues in certain Local Law Enforcement Block Grant Fund accounts by $159,965.00; estimating revenues in the General Fund by $196,238.00; closing certain LLEBG fund accounts; and transferring any remaining cash balances to the General Fund by the close of the City’s 2008-09 fiscal year.


FINANCE AND AUDIT COMMITTEE recommends "DO PASS"
Troy Schulte, Budget Officer, explained that this ordinance was for housekeeping purposes. It closes out old accounts for Local Law Enforcement Block Grant (LLEBG) Funds that date back to 1999. This would be a onetime transaction. The LLEBG fund no longer exists. It is now called the Justice Assistance Grant Fund. The transaction is needed to balance accounts in the General Fund.

Reducing the Contingent Appropriation in the General Fund by $75,000.00; transferring and appropriating $75,000.00 in the Motor Fuel Tax Fund to pay for street lighting repairs on City parkways; and authorizing an amendment to the current contract with Custom Lighting Services, Inc. in the amount of $75,000.00.


FINANCE AND AUDIT COMMITTEE recommends "DO PASS"
Troy Schulte, Budget Officer, stated that this ordinance would allow the city to make street lighting repairs in certain areas in order to make them ready to be accepted into the City's Maintenance System. This does not address damages done to street lights by vandals.

Reducing an appropriation in the Capital Improvements Fund in the amount of $150,000.00 and appropriating it to an account in the Capital Improvements Fund for a project in the Second Council District involving the demolition of Shopper Parkade.


FINANCE AND AUDIT COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Shawn O'Bryne, Downtown Council and Pat Klein, Budget Office and PIAC Manager, testified before the committee. According to Mr. O'Bryne the recommendation from PIAC was to appropriate the money for this project. With the money allocated, the council and developer can leverage over $1 million dollars in grants for the project. Mr. Klein explained that Councilman Russ Johnson had appeared before PIAC with a request for funds for the demolition of the parkade. The money would come from the citywide contingency fund.

 There will be a Monthly Financial Report for August, 2008. Mary Temple, City Controller, gave the report for August, 2008. There was not much change in the financials for the City. Ms. Temple stated that she included five-year statistics in the report. Councilwoman Hermann stated that she would like to discuss the report during the Finance and Audit Worksession on Thursday morning. (A copy of the report is on file in the Office of the City Clerk.) There may be general discussion(s) on current Finance and Audit Committee issues. The Finance and Audit Committee may hold a Closed Session pursuant to Sections 610.021 (1), (2), (3), or (12) RSMo to discuss legal matters, real estate, personnel or sealed proposals.
