Authorizing a $487,420.00 agreement with HDR Engineering, Inc., for design professional services for Project No. 89008154 Major Street Plan, a Citywide traffic model for transportation planning; authorizing the Director of Public Works to expend previously appropriated funds; and designating requisitioning authority.

This ordinance authorizes the Director of Public Works to execute an Agreement with HDR Engineering, Inc. for Design Professional Services for Project No. 89008154 Major Street Plan for the City of Kansas City, located in Clay, Jackson, and Platte Counties, Missouri.

Authorizing the Director of Water Services to execute an Easement Exchange Agreement with Briarcliff Development Company wherein the City grants a permanent roadway easement and, in exchange, will accept a permanent water/sewer/trails easement; authorizing the Director of Water Services to execute a permanent wetlands easement and a permanent roadway easement to Briarcliff Development Company; and directing the City Clerk to record this ordinance and these documents with the county recorder of deeds where these easements are located.

Authorizing the dedication of City owned property for public utility purposes in connection with the vehicle impound facility located in the southwest quarter of Section 19 Township 50 Range 32, and the northwest quarter of Section 30 Township 50 Range 32, all in Kansas City, Jackson County, Missouri.

Enacting a new Section 68-475, continuing a 3/8% city sales tax for a period of 15 years for the purposes of developing, operating, maintaining, equipping and improving a bus transit system by the Kansas City Area Transportation Authority for Kansas City, Missouri, pursuant to Sections 94.600 through 94.655, RSMo.; providing for submission of this ordinance to the qualified voters of the City for their approval at a special election called for April 8, 2008, authorizing and directing the City Clerk to notify the responsible election authorities of this election; authorizing and directing the City Clerk to notify the Missouri Director of Revenue if the proposal is approved by the voters; and recognizing this ordinance to be an emergency measure.

Bill Geary, Law Department, answered questions regarding the ordinance. Jerry Riffle, KCATA General Counsel, was also present to answer questions from the committee. This ordinance will authorize continuing a 3/8% city sales tax for a period of 15 years for the purposes of developing, operating, maintaining, equipping and improving a bus transit system by the Kansas City Area Transportation Authority for Kansas City, Missouri.

 The committee will have a discussion regarding the RFP Audit. Gary White, City Auditor, headed the discussion regarding the RFP Audit. There may be general discussion regarding current Transportation and Infrastructure issues. There was no general discussion.
