Accepting the recommendations of the Public Works Standards Committee regarding certain amendments to the Public Works Standards and Design Criteria to be used in the construction of public improvements and the development of land or subdivision plats.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Jeff Martin, Public Works, provided the staff for this Ordinance. This Ordinance accepts the recommendations of the Public Works Standards Committee regarding certain amendments to the Public Works Standards and Design Criteria to be used in the construction of public improvements and the development of land or subdivision plats. This ordinances contains minor changes as a result of technology upgrades.

Authorizing an amendment with Olsson Associates, Inc., for approximately $155,000.00 for construction phase design services for the Englewood Road Complete Streets Upgrade project; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Chad Thompson, Public Work, gave the staff report for this Ordinance. This Ordinance authorizes an amendment with Olsson Associates, Inc., for approximately $155,000.00 for construction phase design services for the Englewood Road Complete Streets Upgrade project. Olsson Associates did the design for this project and this contract keeps them on board for the construction design. There will be 2 more Ordinances on this contract, one for the construction and the other is the construction inspection.

Amending Chapter 64, Code of Ordinances, by adding a new Section 64-169 entitled Bicycle Rack Permit authorizing the Director of Public Works to regulate and permit use of bicycle racks within public sidewalks; amending Chapter 18, Code of Ordinances, by repealing Section 18-25, and enacting in lieu thereof a new section of like designation and subject matter to include bicycle racks as an exception to the encroachment permitting process.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Eric Rodger, Ride KC, provided the staff report for this Ordinance. This Ordinance amends Chapter 64, Code of Ordinances, by adding a new Section 64-169 entitled Bicycle Rack Permit. This Ordinance authorizes the Director of Public Works to regulate and permit use of bicycle racks within public sidewalks and amending Chapter 18, Code of Ordinances, by repealing Section 18-25. This will enact a new section of like designation and subject matter to include bicycle racks as an exception to the encroachment permitting process. Councilwoman Justus and Councilman Fowler submitted a Committee Sub that eliminates fee’s for those installing bike racks. The desire is encourage more bike riding therefore, imposing fees causes a hindrance and burden and should be eliminated per the Committee Sub.

Authorizing an agreement with Bank of America, Contract No. 6217080133, for ATM services at Kansas City International Airport; and estimating revenue in the amount of $27,500.00 in the Aviation Fund.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
David Long and Jade Liska, Aviation, presentation the staff report for this Ordinance. This Ordinance authorizes an agreement with Bank of America, Contract No. 6217080133, for ATM services at Kansas City International Airport. It is estimated that $27,500.00 in the Aviation Fund will be generated. There will be a total of 6 new ATM’s installed. The current contract is with US Bank a monthly minimum of $5,000 and 55% per transaction cost whichever is higher opposed to this proposed contract of 75% of transaction or $9,166.67 monthly whichever is greater.

Authorizing a $288,728.68 Amendment No. 1 with Crawford, Murphy & Tilly, Inc., for Redesign Post Gates 1 & 28 at KCI Airport; authorizing a maximum expenditure of $317,601.68; and recognizing this ordinance as having an accelerated effective date.

Jade Liska, Aviation, provided the staff report for this Ordinance. This Ordinance authorizes a $288,728.68 Amendment No. 1 with Crawford, Murphy & Tilly, Inc., for redesign post gates 1 & 28 at KCI Airport; authorizing a maximum expenditure of $317,601.68. The Ordinance will complete the design project and should be completed by summer 2018.

Authorizing a $591,527.14 Amendment No. 2 with CDM Smith, Inc., for the Storm Water Development Master Plan at KCI Airport; authorizing a maximum expenditure of $650,680.14; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jade Liska, Aviation, provided the staff report for this Ordinance. This Ordinance authorizes a $591,527.14 Amendment No. 2 with CDM Smith, Inc., for the Storm Water Development Master Plan at KCI Airport; authorizing a maximum expenditure of $650,680.14. There are 7 areas that will be included in this project: park Air airport parking facilities, Overhaul Base improves, mapping systems will be fully digital and integrated, a new digital database system, support with our deicing systems and the ability to research operations and possible consolidated glycol deicing design.

RESOLUTION - Directing the City Manager to explore opportunities to increase the number of City certified Minority Owned Business Enterprises, Women Owned Business Enterprises, and Small Local Business Enterprises (MBEs/WBEs/SLBEs) and report his findings to Council in 30 days.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "IMMEDIATE ADOPTION"
Philp Yelder, Human Relations, provided the staff report for this Ordinance. This Resolution directs the City Manager to explore opportunities to increase the number of City certified Minority Owned Business Enterprises, Women Owned Business Enterprises, and Small Local Business Enterprises (MBEs/WBEs/SLBEs) and report his findings to Council in 30 days. Currently there are 655 certified firms with the City. There are approximately 10-12 new applications per month, 30-40 renewal applications. The current process has been streamlined and additional staff has been added and there is ab60-90 turn around for completing applications.
