RESOLUTION - Establishing a Tenants Bill of Rights in the City of Kansas City, Missouri.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "BE ADOPTED AS A COMMITTEE SUBSTITUTE"
Jane Brown. Legal Counsel for Mayor Lucas, gave testimony on the resolution. This resolution will create a Tenant Bill of Rights. Ms. Brown discussed the minor changes to the resolution. There were a plethora of questions from the committee. A Committee Substitute was adopted by the committee. A digital copy of this ordinance can be found in the City Clerk’s Office.

Amending various sections of Chapter 2, “Administration,” Chapter 34, “Health and Sanitation,” Chapter 38 “Human Relations”, and Chapter 78, “Water,” of the Code of Ordinances for the purposes of creating a Rental Housing Assistance Operating Unit, modifying healthy homes enforcement, expanding housing discrimination enforcement, and authorizing the request for water usage reports; and amending the Code of Ordinances by enacting a new Chapter 35, “Housing,” which sets out the responsibilities of the Rental Housing Assistance Operating Unit.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Jane Brown, Legal Counsel to Mayor Lucas and Emilee Black, Assistant City Attorney, testified on behalf of the ordinance. This ordinance will amend several chapters of the Code of Ordinances which will set out the responsibilities of the Rental Housing Assistance Operating Unit. City Council recognizes that the lack of access to safe, stable and affordable housing has significant negative impacts on the health and safety of Kansas City residents. The City Council desires to establish uniform standards for the conditions in rental housing. If any provision of this ordinance shall be determined to be unenforceable, invalid, or illegal under the law, it shall be regarded as stricken while the remainder of this ordinance shall continue to be in full effect. There were a plethora of renters/landlords that spoke in favor/oppositions to the ordinance. A digital copy of this ordinance can be found in the City Clerk’s Office.
