Authorizing the Director of City Development to execute three contracts for a total amount of $453,000.00 for funding assistance for three community housing development projects.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Stacia Johnson, City Planning and Development Department, stated that this is a request to provide additional funds to complete three community housing development projects. Ms. Johnson answered questons from the committee. No public testimony.

Authorizing the City Manager to execute a contract to begin June 1, 2006 for the provision of Section 3 monitoring services to the City.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Phillip Yelder, Human Relations, testified that this ordinance refers to the Section 3 compliance recommendations that the City, as a recipient of HUD dollars, is required to maintain this office in this jurisdiction. Dr. Sandra V. Walker, Human Relations, stated the contract will provide one element of the Section 3 office that City is establishing and that will be plugging in Section 3 eligible residents from the project area into the training component that HUD requires for Section 3. Mr. Yelder stated that City has estblished the Section 3 office and does not charge a fee for checking contractor compliance. Mr. Yelder and Dr. Walker aswered questions from the committee. No public testimony.

RESOLUTION - Directing the City Manager to develop options for funding the Neighborhood and Community Services Department in order to address the backlog of demolitions of dangerous buildings to provide for a safe and healthy community.

Authorizing the Director of City Development to enter into a contract with the Kansas City, Missouri Homesteading Authority and Beacon Hill Developers, LC for the redevelopment of the Beacon Hill area.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "HOLD ON AGENDA (6/7/2006)"
 
 Staff will give a presentation on "KC Dream Homeownership Program." Mark O'Dell, Manager's Office and Mark Stalsworth, Private Consultant, distributed presentation materials to the committee. Stacia Johnson, City Planning and Development, stated the City is bringing all of its programs back to internal in keeping with the City Council's goals and objectives and the task force report. This program will be an internal program; managed and run by the Housing Division of the City and Planning Department. This was done previously by HEDFC and there was a backlog of homes. The new program has had an overwhelming response in just the few days that this was published. Mark O'Dell gave the powerpoint presentation giving an overveiw of the program. Mr. O'Dell stated there will be a homes tour on May 20 and 21, 2006. Ms. Johnson, Mr. Stalsworth and Mr. O'Dell answered questions from the committee. There will be a discussion on additional housing business. No additional business discussed.
