John Eckert, City Development stated the resolutions are companions. Resolution 970237 deals with the entire phase I,( Certificate of Full Compliance). Phase I is now completed. He gave background information on the resolutions. City Plan Commission recommends approval and that the Certificate be issued. A committee substitute was submitted on resolution 970237. Resolution 970238 is Phase II of the project. City staff recommends approval. City Plan Commission recommends approval. Dale Shulte, Polsinelli & White, concurs with staff's recommendation.

The proposal is to develop a site for the Department of Agriculture. At the present time the area is vacant, which is part of the Mount Mariah Cemetery. Tom Rolf, Chicago, Illinois, stated that the land will be used for an office building for USDA. Councilmember Swope spoke on behalf of the resolution. She requested that the resolution be held for one week, will need to speak with the developers regarding the project.

Amending Chapter 80, Code of Ordinances of the City of Kansas City, Missouri, 1996, commonly known as the Zoning Ordinance, by adding a new section to be known as Section 80-11A0044, rezoning an area of approximately 0.62 acres generally located at 3934 N.E. John Eckert City Development, stated the ordinance will rezone 37 acres located in the 47th & Brush Creek area. The proposal is for the Kauffman Foundation and for the Missouri Department of Conservation Discovery Center. He gave a thorough description of the development plan. Completion date is scheduled for the year 1999. Councilmember Asjes stated that he and Councilmember Stackhaus visited with the Kauffman Foundation and saw the project and is pleased and it will be great for Kansas City. The applicant spoke in support of the project and concurs with staff's recommendation. Committee recommends approval.

RESOLUTION - Directing the City Manager to initiate the process of developing public parking garage on Block 96 and authorizing various planning, financing and design activities.

Bob Langenkamp, City Development stated the resolution is directing the City Manager to initiate the process of a parking garage. He also mentioned that last week he gave background information regarding the size of the garage. John Dorsett, Walker Parking Consultants, gave background information regarding the study that was done in 1995. He said it was concluded that 85% of the parking spaces are occupied and roughly 9,000 spaces are available. Only 64% is available to the public. When the study was done in 1995 there was a shortage of 756 spaces. Also the size of the garage would need to be reconsidered. It was concluded that a garage is needed in the area. Councilmember Bacchus expressed concerns regarding the amount of parking spaces that were looked at in 1995. Mr. Dorsett went back over the figures for the committee. Councilmember Asjes asked about the cost of the project. Langenkamp stated the cost of the facility will depend on the type of facility that would be built, depending on the land cost and size. The construction cost per space is over $12,000 per space. Phil Kirk, Chairman of DST Realty/MC Realty, stated he started working in the area several years ago when the Downtown Council joined with the city to create a civic mall. There was a gap in the funding in the amount of 2 million dollars and he and others went out into the community to raise money for the project. Parking is definitely needed for the downtown area. Others spoke in support of the resolution. Tom Becker, Attorney, representing Alright Parking spoke in opposition of the resolution, stating the city doesn't need a parking garage and the city would not be able to afford the garage. The private sector should fill the need of having a parking garage which will be at no cost from the tax payer. Others spoke in opposition of the resolution. Janice Reed, Director of Finance, gave a detailed overview regarding the financing of the project. Bob Collins, City Development stated the staff's recommendation is to approve the resolution which will allow the city to proceed with acquisition and to identify a parking operator. A committee substitute was submitted on the resolution.
