Edgar Jordan, City Development, gave an overview of the ordinance. The ordinance is acceptance of property that the city purchased a couple of years ago formally known as the Packard Building. Committee recommends approval of the ordinance.

Changing the name of N.W. Baughman Road, from the south line of N.W. Cookingham Drive to 150 feet south of N.W. Reiger Road, to N. Platte Purchase Drive.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA"
Don Gustafson, City Development stated the ordinance was requested by Councilmember Danaher to change the name of N. Baughman Road to North State Line Road. There are approximately twenty six residents with addresses on the road which have been notified. In doing research on the street name he could not find where Baughman name originated. John Dillingham applicant, gave background information on the street name. The history in the northland is very interesting and real. The perception of State Line could help enhance the northland. He expressed concerns regarding everything north of the river is called north and nothing south of the river is called south. There are some concerns regarding emergencies response. Since State Line is south, and Old State Line is north "old and north" is synonymous. A committee substitute was submitted on the ordinance to name the street Old State Line Road. Elisa Hamby 11500 N.W. Baughman Road, opposed the street name expressed concerns because mail service would be undeliverable. Other residents spoke in opposition of the ordinance expressing concerns regarding street name signs being changed. Committee recommends that Mr. Dillingham meet with the residents of the area and come to an agreement. Committee recommends to hold two weeks.

Approving and designating Shoal Creek Parkway Redevelopment Project F of the Shoal Creek Parkway Tax Increment Financing Plan as a Redevelopment Project and adopting tax increment financing therefor.

Patty Noll, City Development stated the ordinance involves project F of the Shoal Creek Parkway Tax Increment Financing plan. Don Moore, Economic Development Corporation, project F is a large area which is located between 152 Highway & Flintlock Road. The purpose for project F is to allow for the development of housing and building of Shoal Creek Parkway and the plan area should be activated. The total project cost for the roadway is 10 million dollars, there's also a KCMAC bond 3.2 million dollars. Committee recommends to hold ordinance for one week.

Amending Chapter 80, Code of Ordinances of the City of Kansas City, Missouri, 1996, commonly known as the Zoning Ordinance, by adding a new section to be known as Section 80-11A0030, rezoning an area of approximately 40.6 acres generally located at the southwest corner of Missouri Highway 350 and Bannister Road from District RA (Agricultural) to District R-1a (One-Family Dwellings). Don Gustafson, City Development stated the request is for 42 single family logs on a 40.6 acre tract of land south side of Bannister Road and 350 Highway. The developer is proposing two public streets into the site. Shirley Allen, 9435 Valley Garden Road interested in project because of drainage problems on Bannister Road, (photos were shown of flooding) Jim Farhmier, Farhmier Engineering 13400 E. 50th St. met with homeowners association and presented copies of the preliminary plat and drainage study and answered questions. He discussed at length drainage problems. Committee recommends to hold ordinance on the agenda until May 7.

Amending Chapter 80, Code of Ordinances of the City of Kansas City, Missouri, commonly known as the Zoning Ordinance, by repealing Section 80-130, District C-1 (neighborhood retail business), and enacting in lieu thereof a new section of like number and subject matter.
