Approving the development plan submitted by the Grand Boulevard Lofts Redevelopment Corporation for the redevelopment of a seventeen story historic building located at 1006 Grand Boulevard, Kansas City, Missouri; declaring the area included in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; authorizing the Director of Finance to enter into a contract with the Grand Boulevard Lofts Redevelopment Corporation; and authorizing certain tax abatement for the area included in such plan.

Approving the Petition to establish the Red Bridge Community Improvement District; establishing the Red Bridge Community Improvement District generally located on either side of Red Bridge Road between Oak Street on the west and Holmes Road on the east in Kansas City, Jackson County Missouri and directing the City clerk to report the creation of the District to the Missouri Department of Economic Development.

Jim Hedstrom, City Planning and Development, testified on behalf this ordinance and answered questions from the committee. Charles Renner, Husch Blackwell Sanders Law Firm, testified on behalf of the applicant and answered questions from the committee. K. B. Winterowd, resident, expressed his concerns about various aspects of the Community Improvement District. This ordinance will establish the Red Bridge Community Improvement District.

RESOLUTION - Approving the preparation and submission of an application to the United States Environmental Protection Agency in accordance with the Comprehensive Environmental Response and Liability Act of 1980, as amended, for a Brownfields Assessment Coalition Grant in the amount of $1,000,000.00 for the assessment of hazardous waste and petroleum brownfield properties, and approving the City entering into a coalition with Jackson County, Missouri and the Land Clearance for Redevelopment Authority of Kansas City, Missouri to submit the Brownfields Assessment Coalition Grant.
