John Eckardt, City Planning and Development, testified on behalf of this ordinance and companion ordinance, 080574, and answered questions from the committee. Ruben Alonso, Finance Department, presented the framework for the putting together the performance language type for property value maintenance. He distributed the specific language that will go into the redevelopment contract and explained it to the committee. Ralph Bellar, Lewis Rice Fingersh Law Firm, testified on behalf of the ordinances and was available for questions from the committee. John Delich, Executive Hills, represented the owner and was available to answer questions from the committee. No public testimony. The ordinances will allow approval of the eighth amendment to the Plaza Steppes 353 Development Plan and the URD development plan.

Allison Bergman, Lathrop and Gage Law Firm, representing the Ivanhoe Neighborhood Council, testified on behalf of this ordinance and answered questions from the committee. The following testified in support of this ordinance: Councilwoman Sharon Sanders-Brooks Margaret May - Ivanhoe Neighborhood Council Greg Johnson - Ivanhoe Neighborhood Council Chase Clairbourn - Claiborn, LLC Allen Young - Ivanhoe Neighborhood Council Fred Johnson - Resident The following testified in opposition to this ordinance: Kenneth Bacchus - Prairie Dog Development Co. Chuck Gatson - Prairie Dog Development Co. Carol Cole, resident, urged all parties involved in the dispute to renegotiate for a compromise. She requested that the resolution be held. The committee recommended that the Ivanhoe Neighborhood Council and Prairie Dog Development meet with a mediator to come up with a resolution to the issue. The resolution will be held for three weeks.
