RESOLUTION - Amending the Red Bridge Area Plan by changing the recommended land use on about 30 acres, generally located at the southwest corner of Hwy 71 and I-435 (specifically at the northeast corner of E. 107th Street and Cypress Avenue) by changing the recommended land use from residential low and residential medium to residential medium-high land use designation. Bruce Reisler, resident at 4500 E 107th St, provided public testimony not opposing the two related ordinances but requesting the development follow the Red Bridge Area Plan which identifies residential low-density. This ordinance amends the Red Bridge Area Plan by changing the recommended land use on about 30 acres, generally located at the southwest corner of Hwy 71 and I-435 (specifically at the northeast corner of E. 107th Street and Cypress Avenue) by changing the recommended land use from residential low and residential medium to residential medium-high land use designation. Rezoning about 50 acres generally located at the southwest corner of Highway 71 and I-435 (specifically at the northeast corner of E. 107th Street and Cypress Avenue), from Districts R-80, R-7.5 and R-6 to District R-2.5, and approving a development plan (and preliminary plat) that allows for 204 units (four-plexes) in two phases. (CD-CPC-2018-00173 & CD-CPC-2018-00175).


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Olofu Agbaji, City Planning, made the presentation on this ordinance. Aaron March with Rouse, Frets, White, Goss, Gentile & Rhodes law firm provided further information with a power point presentation. Former Councilmember, John Sharp, provided public testimony in agreement with these two ordinances. James Cataract, resident at 10907 Elwood Dr., provided public testimony in disagreement with these ordinances. He is advocating the current Red Bridge Area Plan and Rezoning to remain the same and to remain single-family homes. He also provided handouts and signed petitions against rezoning and application. . Eric Carlson, resident of South Kansas City, provided public testimony against these two related ordinances stating recent violence, low income housing and traffic concerns. Lawrence Blanc, resident at 10700 Cypress Ave, provided public testimony against these two ordinances as it stands. He stated that the original Red Bridge Area Plan and zoning honors the integrity and intentions of the neighborhood. Councilman Taylor suggested adding an amendment to the ordinance as a condition that the representatives of this ordinance continue to meet with the residents and home association with a monthly update. This ordinance rezones about 50 acres generally located at the southwest corner of Highway 71 and I-435 (specifically at the northeast corner of E. 107th Street and Cypress Avenue), from Districts R-80, R-7.5 and R-6 to District R-2.5. This will approve a development plan (and preliminary plat) that allows for 204 units (four-plexes) in two phases.  Consideration of the Semi Annual Docket items.
 
 1. Staff from the City Auditor’s Office and the City Planning Department will present an ARTS report for the Timeliness of Land Development Plan Reviews Could Be Improved audit.
 
 2. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes (1) legal matters, litigation, or privileged communications with attorneys of Missouri, there may be a closed session to discuss: pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
