| Approving a development plan in District GP-5 (Medium Density Residential Uses) on approximately a 90 acre tract of land generally located north of N.W. Barry Road and west of Line Creek Parkway. (11182-GP-5)
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS" John Eckhart, City Development, explained that the ordinance would approve the platting of 90 acres of land generally located north of NW Barry Road and west of Line Creek Parkway . This will allow for single family residential uses, private open space and public parkland. The Developer has agreed to all 23 conditions recommended by City staff. He added that the number of homes to be included in the plan had been reduced, the plan included roadway changes and the order of the phrases had been changed. Dave Matthews of John Lutgen explained the roadway project and that the reduction in the number of homes would permit a larger green space. |

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE" Larry Stice, Public Works, stated that the amendment would allow the reduction in the number of plats. He added that the reason for the reduction was because of utilities easements that might interfere the construction. |

| Approving the preliminary plat of Rolling Meadows, 4th through 6th Plats, on an approximately 37.3 acre tract of land located on the north and south sides of the easterly extension of E. 55th Street from Woodside Avenue to Norfleet Road. (SD 0893F)
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS" Peter Schlesinger, City Planning explained that 040370 and 040371 or related cases that deal with Rolling Meadow's 4th-6th Plats. The proposed site is vacant and undeveloped and the surrounding uses are as follows: undeveloped, unplatted land on the North, single-family residential and institutional on the East, single-family residential on the South and undeveloped and unplatted on the West. The plan would allow the construction of 82 single family lots. The lots would range in size between 8,400 to 20,250 square feet. Staff has been contacted by property owners along the proposed future alignment of E 53rd St. Terr. that express concern that the proposed alignment will not permit creation of appropriate single family lots in the future. The staff has added a condition recommending that the developer work with owners for an alternative.The Committee recommended approval with conditions. |

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS" Staff stated that this ordinance was a legislative procedure required by the City Charter that allow a developers contribution of fund for the construction and improvement to Ambassador Drive to City standards be in considered credit toward the Arterial improvement impact fees. |

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS" Travis Kiefer, Public Works, stated that the following items were companion cases: 040413 and 040416. He indicated the easements, grades and right of way had all be checked and that Public Works Staff recommended approval. Dave Pavlich of John Lutgen and Associates was present to represent the applicant.The committee recommended advancement for both ordinances. |

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION" Joe Gonzeles, PIEA, stated that the boundaries of the project included some vacant industrial tracts, Ponak's and Shuttle Lumber Company. Councilwoman Cooper asked why Margarita's was included in the plan with it's history of flooding and it close proximity to the other businesses it would be a nature partnership? He stated that other businesses would be welcome to join the project but no one had expressed a desire to join the plan as yet. Bob Mere, Dean Realty, explained the immediate needs of the three companies included in the plan so far. Staff recommended immediate adoption. | | |
