Accepting and approving an $11,000.00 contract amendment with the Missouri Department of Health and Senior Services that provides increased funding for the Public Health Preparedness and Response for Bioterrorism programs; reestimating revenue in the amount of $57,567.29 in the Governmental Grants Fund; and appropriating the sum of $11,000.00 to the Public Health Preparedness accounts of the Governmental Grants Fund.

Bonnie Martin, Health Department, stated that the ordinance was to accept additional monies for emergency preparedness.

Amending the Fire Prevention and Protection Code, Chapter 26, Code of Ordinances by repealing Section 26-105.1.1 and Section 26-105.1.2 and enacting in lieu thereof two new sections of like number and subject matter pertaining to certificate of compliance fees.

This item was held for 2 weeks. Chief Smokey Dyer stated that the parties had attempted to come to an agreement on the ordinance. Currently, the matter is being litigated in Jackson County Circuit Court. Sam Alpert, Kathy Hauser, Doug Price and Vern Walters all spoke out against the ordinance. City Attorney Galen Beaufort explained the areas of concern to the committee. Section 2A which dealt with multi-family and non-residential buildings with a 90% occupancy rate was the major obstacle in both sides coming to an agreement on the ordinance.
 
 There will be a discussion of policies and procedures on Section 3 (Resident Training/Employment - HUD) in Kansas City, Missouri. Staff will do a presentation on Community Health Assessment Findings. There will be a closed session to discuss litigation pursuant to RSMO. 610.021 (1).

Amending Chapter 54, Code of Ordinances, by repealing Sections 54-101, Purpose, 54-102, Definitions, 54-104, Application for permit, 54-109, Inspections, when required, 54-116, Operation of salvage yard, 54-117, Violations, 54-118, Property owner responsibility, and 54-119, Penalty, and enacting in lieu thereof new sections of like numbers and subject matters relating to salvage yards.

Affirming the Council intent to provide Community development Block grant funding necessary to fund $300,000.00 over five years to Operation Breakthrough/St. Vincent Child Care for improvements to their child care facility at 3039 Troost and to include such funding in the 2005, 2006, 2007, 2008 and 2009 Consolidated Housing and Community Development Plan.

This item was released from the Semi-Annual Docket. Councilman Troy Nash explained that the funding asked by this ordinance was approved by other ordinances. He talked about the wonderful work being performed by Operation Breakthrough. Councilman Jim Glover, commended Operation Breakthrough for all of the staff's hard work.
