Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1075, 2-1076, 2-1077, 2-1078, 2-1079, 2-1080, 2-1086 and 2-1088 which authorizes our job classification and pay system for the next fiscal year, by enacting pay scale changes in accordance with collective bargaining agreements with AFSCME Local 500, IAFF Local 42, IAFF Local 3808 and provides for professional maintenance of the plan, to assist in allowing the City to establish a competitive classification and pay system, and establishing an effective date.

Tom Briggs, Human Resources Department, provided the staff report for this ordinance. This ordinance reauthorizes the City of Kansas City's job classifications for the next fiscal year. This ordinance updates the pay scale for the previously approved Collect Bargaining Agreements (CBA) with all 3 unions, Locals 3808, 42 and 500. It increases the maximum of the pay grades by 1 percent for the majority of individuals not covered under a CBA. This ordinance also provides for proper, professional maintenance of those systems, to assist in allowing the City to establish a competitive classification and pay system.

Declaring real property consisting of 1.871 acres generally located north of Missouri State Route 150 Highway and West of Colorado Avenue surplus to the City's needs; authorizing the Director of General Services to offer for sale the City’s interest in such real property to abutting and adjoining owners, and to execute all documents needed to complete the transfer of the real property; and directing the City Clerk to record this Ordinance with the Office of the Recorder of Deeds of Jackson County, Missouri.

Declaring certain real property generally located at 1001 N.W. Barry Road, surplus to the City's needs effective upon the relocation of the North Patrol Division out of the building currently located thereon; authorizing the Director of General Services to offer the sale of the City’s interest in this real property in accordance with City regulations, in advance of the relocation, but to convey it after such relocation, and execute related documents to complete the transfer of the real property reserving easements as necessary to continue the City’s ownership in the communications tower on the property and to provide access and utilities to such tower; and directing the City Clerk to record this Ordinance with the Office of the Recorder of Deeds of Clay County, Missouri.

Vanessa Williams, General Services, provided the staff report for this ordinance. The plan is to market, sale and transfer the property from the City of Kansas City, to the new owners immediately, which is a new approach. This way the property will not sit vacant for a long period of time. All City departments have been notified and this real property will not be needed by the City once the replacement police station becomes available for occupancy, and no interest has been expressed in retaining the real property for future public use; except the preservation of the communications tower situated on such property and supporting easements for the tower’s operation, and no objections have been received, however certain easements benefitting the City will be expressly reserved.

Approving the issuance by Kansas City Municipal Assistance Corporation of its Leasehold Improvement Revenue Bonds (Municipal Service Center Project), Series 2017, in the principal amount of $300,000.00; approving and authorizing certain documents and actions relating to the issuance of the bonds; establishing Fund 3438, the KCMAC Series 2017 Bond Fund in the books and records of the City; estimating and appropriating $300,000.00 of proceeds from the sale of the KCMAC Series 2017 Bonds; designating requisitioning authority; and authorizing the Director of Finance to close project accounts upon project completion; and recognizing this ordinance as having an accelerated effective date.

Tammy Queen, Finance Department, provided the staff report for this ordinance. The purpose of the issuance of the KCMAC bonds is to provide funding for improvements to the Municipal Service Center ("MSC"). Specifically these improvements will comprise of replacement of fuel station equipment, and in conjunction with the proceeds raised by the Special Obligation Series 2017 Bonds, completes the funding requirements for the MSC project. The Series 2017A Bonds will be purchased by UMB Bank, N.A. ("UMB") based upon the results of a bid process that concluded on April 6, 2017. Two bids were received and UMB provided the lowest interest and originating fees cost of $26,613.33 . The Series 2017A Bonds will be sold to UMB at a federally tax-exempt interest rate of 2.53%. The Series 2017A Bonds will have a five year term.
