Authorizing Amendment No. 2 to a professional services agreement with Allen, Gibbs & Houlik, L.C., in the amount of $593,280.00 to perform the annual independent audit for the fiscal year ending April 30, 2020.

Eric Clevenger, Finance department, testified on this ordinance. This ordinance is requesting the authorization to exercise an option for audit services for the second year of a potential five year audit agreement in the amount of $593.280.00 with AGH. The Human Relations Department has assigned a participation goal of 15% MBE and 5% WBE for this contract.

This ordinance appropriates funds to pay the firm to complete liability estimate for the FY 2020 Comprehensive Annual Financial Report.Most work conducted by Gabriel Roeder Smith and Company will be done electronically with few paper resources being used. In addition, most work can be conducted offsite.

Authorizing and directing the issuance, sale and delivery of not to exceed $84,200,000.00 principal amount of Water Revenue Bonds, Series 2020A, of the City of Kansas City, Missouri, prescribing the form and details of such revenue bonds; authorizing certain actions and documents and prescribing other matters relating thereto.

Sean Hennessey and tammy Queen, Finance Department, testified on this ordinance. issuance of waterworks revenue bonds in the principal amount of $500,000,000 for the purpose of extending and improving the waterworks system of the City including, but not limited to (1) the continued expansion of the water distribution system, (2) replacement of water mains, (3) rehabilitation and expansion of water treatment plants, pump stations, and other water facility improvements, (4) ensuring a reliable water supply to include intake modifications and/or supplemental ground water supplies, and (5) protecting and safeguarding the waterworks system, with the principal and interest of said bonds to be payable solely from the revenues derived by the City from the operation of its waterworks system, including all future improvements and expansions thereto. Second Committee Substitute for Ordinance No. 080197 serves as the Master Water Revenue Bond Ordinance ("Master Bond Ordinance") was passed by City Council on August 14, 2008. The Master Bond Ordinance prescribes the terms, provisions, covenants and conditions for the issuance of Water Revenue Bonds. The Series 2020A Bonds are being issued under the Master Bond Ordinance as the seventh series of Senior Bonds. The City has previously issued $137,920,000 of water revenue bonds authorized pursuant to the 2014 Election. $362,080,000 of authorization remain unissued as of April 30, 2020. The City proposes to issue the Series 2020A Bonds in a principal amount not to exceed $84,200,000 for additions, extensions and improvements to the waterworks system of the City and to pay costs of issuance. There is currently $326.665 million in water revenue bonds outstanding.

 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
