Heather Brown, with the Tax Increment Financing Commission (TIF), provided the staff report for this ordinance. This ordinance accepts the recommendation of the Tax Increment Financing Commission as to the termination of the Uptown Theater Tax Increment Financing Plan. This plan was originally agreed upon in 1994 with 24 projects but it has been amended. Of the project 3 have been completed which are the Uptown Theater, Valentine shopping and Walgreens. Some retail parking was also included. The main purpose of this project was to get the Uptown redeveloped which has been accomplished with the project costs being $37 million. The main sources for funding were: TIF, bonds and private funding.

Joe Rexwinkle, City Planning, provided the staff report for this ordinance. This ordinance amends the Red Bridge Area Plan for an area of approximately 8.15 acres generally located at 10111 State Line Road by changing the recommended land use from mixed use community to commercial. This ordinance rezones the property and approves the development plan. This area of land is known as the Stateline Shopping Center. The entire shopping center is proposed to be renovated on the outside and modification to the parking area. A major improvements being made is a sidewalk connection that will allow residence to get to 103rd & Stateline safely, which is currently not available.

This transfers by special warranty deed title to real property generally located at E. 22nd Street on the north, E. 23rd Street on the south, Prospect Avenue on the east and Olive Street on the west except that portion dedicated for public street purposes, to facilitate redevelopment within the 22nd/23rd Street Connector PIEA Planning Area. It was requested that excess property acquired by the City for the right of way for the 22nd/23rd Street connector be passed to PIEA so that it can ultimately come to this project.

Adopting the “Revive the East Side” initiative by establishing policies with respect to incentivizing redevelopment on the East Side of Kansas City, Missouri through the creation of the East Side Investment Zone and programs to be implemented therein, including the Reinvestment in Economic Growth Program and the Affordable Housing Program; further amending certain provisions of Second Committee Substitute for Ordinance No. 160383, As Amended, and Committee Substitute for Ordinance No. 140031, As Amended, to implement such policies with regards to the contribution of certain tax revenues and the role of financial return analyses in analyzing such projects; authorizing the extension of longer and deeper real property tax abatement pursuant to the Enhanced Enterprise Zone program with respect to certain defined corridors within the East Side Investment Zone for the purpose of fostering job creation; directing the City Manager to take certain actions with respect to engaging the EDC for the purposes of formulating and proposing a development plan under the Urban Redevelopment Corporations Law for the purpose of remediating any blight determined to exist through the revitalization of housing in certain defined corridors within the East Side Investment Zone; directing the City Manager to identify a source of funding for a $10,000,000 home improvement fund and report back to the City Council; directing the City Manager to cause a nonprofit community development corporation to be established; directing the City Manager to develop a plan for combating gentrification within a defined area and report back to the City Council; directing the City Manager to streamline the application process for projects in the East Side Investment Zone and to cause the City Planning Department to implement concierge services with respect to projects in the East Side Investment Zone; directing the City Clerk to deliver a copy of this ordinance to the State Director of Economic Development; and providing for a ten-year sunset on the provisions of this ordinance. ***Chairman Taylor plans to hold this Ordinance until April 18, 2018.***

Ashely Winchell, City Planning provided the staff for this ordinance. This ordinance amends the Greater Downtown Area Plan for an approximately 0.3 acre tract of land generally located at the northeast corner of Madison Avenue and W. 27th Street by changing the recommended land use from “residential low” to “residential urban”. This allows for an existing building to be renovated into a 6-unit residential building with a commercial component. This ordinance was previously held to allow the developer to meet with the neighborhood. It was been agreed upon that the number of units will be changed from 10 to 6 which is included in a new development plan, 800 sq. of community office and some rooftop decks. This plan does not approve any abatement levels. Max Howell, developer advised they have taken on a collaborative approach with the neighborhood to ensure it properly supports the neighborhood and its wishes.
