Repealing the Main Street Special Review District, and approving and replacing said district with a Special Character Overlay to be known as the Main Corridor Overlay District which includes design and use regulations for property generally located along Main Street from 27th Street on the north to Emanuel Cleaver II on the south. Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. This Ordinance would repeal the Main Street Special Review District, and approve and replace said district with a Special Character Overlay to be known as the Main Corridor Overlay District which includes design and use regulations for property generally located along Main Street from 27th Street on the north and Emanuel Cleaver II on the south.

 1. Staff from the City Auditor's Office will present a Scope Statement: City Planning Land Development Division Plan Review Process.
 
 The objective of the audit is to answer the following question: Can the Land Development Division improve the timeliness of plan reviews? During interviews for another audit, developers complained that city plan reviews took too long. the division's turnaround time goal for first submittal technical reviews is twenty business days and ten business days for subsequent reviews. Since fiscal year 2015, the number of on-time reviews has decreased. Not reviewing plans timely could lead to construction delays, and cost developers time and money. The City Auditor's Office plans to release the audit report in April 2018.
 
 2. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes (1) legal matters, litigation, or privileged communications with attorneys of Missouri, there may be a closed session to discuss: , pursuant tosubsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
