Authorizing the Director of Neighborhoods and Housing Services to enter into a contract with Legal Aid of Western Missouri in the amount of $693,764.00 for legal services; and authorizing the Director of Health to enter into a contract with Legal Aid of Western Missouri in the amount of $50,000.00 for legal services in connection with the City’s LifeX Project.


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
John Wood, Neighborhood and Housing Services Department, and Michael Duffy, Legal Aid of Western Missouri, gave the staff report on the ordinance. Legal Aid uses statutes such as the Abandoned Housing Act to address vacant and abandoned houses present in many neighborhoods. These are cases that the City is not able to file on behalf of the neighborhood organizations.

Sarah Martin and Alisha Johnson, Legal Aid of Western Missouri, testified on the changes that are represented by the proposed Committee Substitute.

Amending Chapter 50, Code of Ordinances, entitled Offenses and Miscellaneous Provisions, by repealing Sections 50-109 and enacting in lieu thereof a new section of like number and subject matter which allows a victim of domestic violence, sexual assault or stalking to terminate a lease agreement.

Jolie Justus, 4th District in-District Councilwoman, gave the staff report. She introduced Marty Means who was instrumental in drafting the Committee Substitute. The ordinance amends Chapter 50, Code of Ordinances, entitled Offenses and Miscellaneous Provisions, by repealing Sections 50-109 and enacting in lieu thereof a new section of like number and subject matter which allows a victim of domestic violence, sexual assault or stalking to terminate a lease agreement.

 1. KCPS will give an update on Behavioral Health presented by Molly Ticknor, Director.
 
 Dr. Luis Cordoba and Molly Ticknor, Kansas City Public Schools, addressed the committee. The goals of Student Support Services are: to improve the KCPS district culture that promotes Trauma Sensitive Practices throughout all systems, to improve and create systems that focus on prevention and overall student and staff wellness, and to maintain a strengths-based, student-centered framework to build-up protective factors that support socio-emotional wellness for students and families. Ms. Ticknor discussed the socio-emotional support model. She also discussed several of the accomplishments of the Student Support Services Division.
 
 2. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
