Authorizing the Manager of Procurement Services to execute a contract amendment with the Regional Justice Information Service Commission (REJIS) and the Board of Police Commissioners to continue to provide the existing court management system and law enforcement related products and services with funds previously appropriated; and authorizing the Manager of Procurement Services to execute additional contract extensions, amendments, or new contract.

Donna Maize, Public Safety, Dave Evans, Chief Information Officer, and Captain Monty May, KCPD, gave a brief summary of this ordinance. This ordinance is a clear outline for the contract amendment with the Regional Justice Information Service Commission and the Board of Police Commissioners to continue providing existing court management system, law enforcement related products and services with funds previously appropriated.

Amending Chapter 10, Alcoholic Beverages, by repealing Section 10-211 and enacting in lieu thereof a new section of like number and subject matter which will allow an applicant to bypass the density requirement when applying for a retail sales-by-drink license in a specified area of the River Market. **Chairwoman Canady plan to hold this item for 4 weeks and will be heard January 9, 2019**


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "HOLD ON AGENDA (12/19/2018)"
Jim Ready, Regulated Industries, gave a overview of the changes to this proposed ordinance. The change will allow an applicant to apply for a retail sales-by-drink license anywhere within the boundaries of the exempted areas. This means an applicant would not be immediately denied a license based on the number of businesses that have alcoholic beverage licenses located in the area that are licensed as a tavern.

Amending Chapter 54, “Pawnbrokers, Junk Dealers and Secondhand Dealers,” and Chapter 76, “Vehicles for Hire,” to strengthen ordinances regulating salvage yards, secondary metal recyclers and towing operations.


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Mayor Pro Tem, Scott Wagner, Jim Ready, Regulated Industries, and Major Mark Fulsom, KCPD, testified that the ordinance changes are needed due to the ongoing issues with metal, vehicle theft and inflated towing fees. The State Statute allows a secondary metal recycler or salvage yard business to purchase or acquire a motor vehicle that is inoperable, ten model years old without receiving the original certificate of ownership, salvage certificate of title, or junking certificate from the seller of the vehicle or parts. Since this law went into effect Kansas City has seen a 14% increase in auto theft. On towing fees, regulated industries division has received complaints from citizens of vehicles being towed by Missouri Highway Patrol. When owner(s) call to retrieve vehicles, the charge had increased to $1,031.25 ($711.25 hook up fee, $200.00 Admin fee and a $120 storage fee for two days of storage.
