Authorizing the City Manager to execute up to a five-year agreement with Blue Cross Blue Shield of Kansas City for administrative services involving the City’s self-funded workers’ compensation plan; estimating and appropriating revenue in the amount of $7,700,000.00; and authorizing the City Manager to amend the agreement without further Council approval and to execute additional one-year renewals not to exceed a ten year contract when such funds are appropriated in the City’s annual budget for such purpose.

Lee Hinkle, and others, testified that this ordinance would authorize an agreement with Blue Cross Blue Shield of Kansas City to administer the City’s self-funded workers’ compensation plan. This ordinance is in relation to Resolution 160268, which expresses the City Council’s desire to transition management of workers’ compensation claims processing and payment to the City’s Healthcare System Trust. The City Manager’s office Work Team studied the factors outlined, negotiated and summarized the fiscal impact and presented recommendations. This agreement will change the third party claim administrator from Thomas McGee to Blue Cross Blue Shield. A copy of the presentation is on file with the City Clerk’s Office.

RESOLUTION - Directing the City Manager in the Annual Budget for Fiscal Year 2017-18 to find an additional One Million Seven Hundred Thousand Dollars within the General Fund for the Kansas City Police Department salary line, with the additional funding not to take effect until November 1, 2017.


FINANCE AND GOVERNANCE COMMITTEE recommends "HOLD ON AGENDA (3/29/2017)"
Councilwoman Heather Hall, testified that this resolution would allow for retention of new police officers and create competitive compensation opportunities for officers to remain on the KCPD force. A consolidation analysis of the Police Department and other City Departments was presented to show potential cost savings to KCPD by streamlining services. A copy of the presentation is on file with the City Clerk’s Office.
 
 1. Finance Staff will present additional information regarding amendments to the FY 2017-18 Submitted Budget.
 
 Scott Huzengia, Finance, presented the summary of programmatic changes to the FY 2017-18 Budget. The revenue changes for sale of water and water services and debt services as well as Resolution 170198 are outlined in Amendment A. A copy of the presentation is on file with the City Clerk's Office.
 
 2. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
