Authorizing Amendment No. 6 to a Cooperative Agreement for Sewer Service between Kansas City, Missouri and Johnson County, Kansas to extend the term of the agreement for one year.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Sean Hennessy, Water Services, provided the staff report for this ordinance. This ordinance allows the current Cooperative Agreement with Johnson County for wastewater service expires on September 20, 2017. This ordinance extends the term of the Agreement for one-year, allowing the parties to continue negotiating a new long-term Agreement that will go into effect after September 20, 2018. There is no additional cost associated with this Amendment.

Establishing the 2018A Sewer Revenue Project Fund; estimating revenue in the amount of $104,303,170.00 in the 2018A Sewer Revenue Project Fund and appropriating the same; designating requisitioning authority; and declaring the City’s intent to reimburse itself from bond proceeds.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Sean Hennessy, Water Services, provided the staff report for this ordinance. This ordinance advances the issuing of bonds. The Water Services Department has requested $104,303,170.00 to meet the immediate capital needs of the Water Services Department for various improvements to the sewer system. The request for an advance appropriation of $104,303,170.00 has been approved by the City's Finance Department, budget Office on the basis that the advance appropriated amount will be reimbursed from the bond proceeds of the Sewer Revenue Bonds, Series 2018A ("Series 2018A"), expected to be issued later in 2018. The Series 2017A bonds will be the second tranche of sewer revenue bonds to be issued under the August 2012 voted authority. A copy of the presentation is on file in the City Clerk's Office.
