Appropriating $6,000.00 from the Unappropriated Fund Balance of the Neighborhood Tourist Development Fund; approving contracts with various agencies in the amount of $6,000.00 for the event and project from the Neighborhood Tourist Development Fund; and recognizing this ordinance as having an accelerated effective date.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS"
Megan Crigger, City Manager’s Office, provided the staff report for his ordinance. On January 23- 25, 2017 the NTDF Committee met to review an application and to interview applicants. On both February 6, and March 8, 2017 the NTDF Committee met to deliberate and take action on the annual funding recommendations. Due to an oversight, the application had to be removed from the annual ordinance and presented separately. A copy of a memo presentation is on file in the City Clerk’s Office.

Amending Chapter 2, Article XI, Division 5, of the Code of Ordinances to add a new Section 2-1727 entitled, Abatement of sidewalk special assessments; amending Chapter 64, Article VII of the Code of Ordinances to repeal Section 64-243 and enact in lieu thereof a new Section 64-243 to include a provision to suspend the issuance of sidewalk special assessments; and reducing revenue and appropriations for Fiscal Year 2017-18 in the Revolving Public Improvement Fund.

Mari Ruck and Tammy Queen, Finance, provided the staff report for this ordinance. Steve Walsh, Law Department, provided information at the request of Councilman Wagner. He explained that all special assessments over 2 years delinquent are collected by Jackson County collections on behalf of the city in a consolidated tax bill. Walsh noted that as a preventive measure for the City of Kansas City, this ordinance needed to be passed and advanced to avoid the City’s special assessments being included in the upcoming filing by Jackson County in June. However, if it is not passed and advanced and the city has special assessments already in the suit the with Jackson County, the city’s law department can file a motion to have Missouri residents removed to avoid collections. If this happens the City may incur fees as a result.

 1. Finance Staff will provide an update to the Citywide Business Plan process for Fiscal Year 2017-18.

 2. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
