Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Section 2-1078 which revises the job classification and pay system, and enacting in lieu thereof a section of like number which provides a pay grade change in accordance with a side letter agreement to the 2015-2020 collective bargaining agreement with IAFF Local 3808.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS"
Tom Briggs, Compensation Manager, Human Resources Department, testified that this ordinance would authorize a pay grade change to the position of HazMat Chemical Analyst in accordance with a side letter agreement to the 2015-2020 collective bargaining agreement with IAFF Local 3808.

Declaring the City of Kansas City, Missouri’s intent to participate in the 2017 Show Me Green Sales Tax Holiday, exempting from city sales taxes all retail sales of Energy Star certified new appliances during the sales tax holiday and directing the City Clerk to provide notice to the Missouri Department of Revenue of the City's participation in the sales tax holiday.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Councilman Scott Taylor, and Dennis Murphy, Chief Environmental Officer, testified that this ordinance would authorize the City's participation in the State of Missouri's "Show Me Green Sales Tax Holiday" to exempt the purchase of certain Energy Star rated appliances from the payment of city and state sales tax during the period of April 19 - 25, 2009. Similar ordinances were adopted in 2011, 2012, 2013, 2014, 2015, and 2016. In 2015, several other area local governments opted in to the sales tax holiday: Belton, Gladstone, Lee's Summit, Liberty, Platte City, Raymore, and Jackson, Cass, Clay, and Platte Counties.

 1. Lora McDonald, Executive Director of More2; Ajamu Webster, President/CEO of DuBois Consultants; and Jeff Williams of Legal Aid of Western Missouri will make informational presentations regarding the City’s banking and investment processes and the City’s socially responsible banking resolution.
 
 The EDC- Economic Development Council recommends expanding the CRA (Community Reinvestment Act) to require lending institutions not invest in predatory loan products. Access to capital for business to grow or expand are opportunities that benefit the community by ensuring business development and creating jobs. A copy of the presentation is on file with the City Clerk's Office.
 
 2. Staff from the City Auditor’s Office will present a Scope Statement: General Services’ Payment Process.
 
 Doug Jones, City Auditor, and Vivian Zhi, City Auditor's Office, gave a presentation on the scope, objective and methods as well as processes and timeline of the audit of the General Services Payment Process. The audit report will be presented to the City Council in July 2017. A copy of the presentation is on file with the City Clerk's office.
 
 3. Staff from City Auditor’s Office and General Services Department will present an ARTS report for the audit of Leasing City-Owned Property.
 
 Doug Jones, City Auditor, and Earnest Rouse, General Services, presented an ARTS report for the audit on Leasing City-Owned Property. The General services department presented the new direction of the leasing program, including identifying a police staff expert with the technical expertise to assist in the evaluation of property, to ensure performance at market rate. A copy of the presentation is on file with the City Clerk's Office.
 
 4. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 5. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
