Approving contracts in the amount of $1,242,550 from the Neighborhood Tourist Development Fund with various nonprofit organizations for the purpose of promoting neighborhoods through cultural, social, ethnic, historic, educational, and recreational activities from the Neighborhoods Tourist Development Fund; and recognizing this ordinance as having an accelerated effective date.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Megan Crigger, Creative Services City Manager's Office, testified that this ordinance would approve the Neighborhood Tourist Development Fund (NTDF) contracts as recommended and allocated for programs and projects in the amount of $1,248,550.00. There were 146 applications received by the October 2016 deadline, resulting in a 15% increase in eligible applications. A copy of the recommendations and each program/project allocation is on file with the City Clerk's Office.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, by repealing Section 2-1104, Special leave, and enacting a new section of like number and subject matter that modifies paid parental leave to allow for intermittent leave and cancellation in certain circumstances.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS"
Gary O'Bannon, Director of Human Resources, testifield that this ordinance would amend the Administrative Code of Kansas City that relates to paid parental leave. The amendment modifies the current policy to allow for intermittent leave and cancellation of leave in certain circumstances.

Amending Article V of the Administrative Code of Kansas City, Missouri, by repealing Sections 2-364 through 2-369, Equal Employment Opportunity Policy, Equal employment opportunity/diversity program, Complaints, and Advisory Committee, and enacting new sections of like number and subject matter that modifies the City’s EEO/Diversity Policy and Program including the complaint procedure and the advisory committee.

Gary O'Bannon, Director of Human Resources, testified that this ordinance would amend the Administrative Code of Kansas City that relates to Equal Employment Opportunity (EEO)/diversity program, complaints, and advisory committee. The current policy is being updated to include protected catagories that are not listed in the current policy. The ammendment also includes a change from investigators to an advisory committee in determining complaints.

Estimating revenue and adjusting appropriations in various funds; identifying accounts to roll forward to Fiscal Year 2017-18; authorizing the potential use of the General Fund's emergency reserve; authorize Finance to inter-fund borrow the principal sum of $3,042,221.49 from the Water Fund to pay-off an outstanding loan balance; and recognizing this ordinance as having an accelerated effective date.

Scott Huizenga, Finance, testified that this ordinance would estimate revenue and adjust appropriations in various funds, in order to fill in as needed, budget gaps. The funding and allocation is listed in the ordinance.

 1. Finance staff will present the monthly financial report for the period ending January 31, 2017 and the 3rd Quarter Budget Analysis.
 
 Anne Kaps, Finance, presented the monthly financial report, for the 3rd Quarter. Scott Huizenga, Finance, presented the 3rd Quarter Budget Analysis, a comparison of the General Fund revenue, expenditures, and changes, for the period ending January 31, 2017. A copy of the presentations are on file with the City Clerk's Office.
 
 2. Staff will provide response and comments to findings related to Socially Responsible Banking.
 
 Allissia Canady, 5th District Councilwoman, presented a plan for collection of information related to target areas, who receive bank services and products, specifically including mortgage, business and development loans; and ask that banks present that information annually. The targeted zip codes are identified from the economically distressed map. The requested information is part of the Request For Proposal (RFP) process. The goals of Socially Responsible Banking will be incorporated into the RFP process as much as is legally allowable.
 
 3. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
