Authorizing and directing the issuance, sale and delivery of not to exceed $88,000,000.00 principal amount of Water Revenue Bonds, Series 2017A, of the City of Kansas City, Missouri, prescribing the form and details of such revenue bonds; authorizing certain actions and documents; and prescribing other matters relating thereto.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Dan Grandcolas, Finance and Sean Hennessey, Water Services, testified that this ordinance would authorize and direct the issuance, sale and delivery of Water Revenue Bonds, Series 2017A. The City proposes to issue the Series 2017A Bonds in a principal amount not to exceed $88,000,000 to extend and improve the waterworks system of the City and to pay costs of issuance.This series ordinance will also establish certain provisions and terms relating to the Series 2017A Bonds. A full listing of the proposed projects to be funded, entitled, "Water Revenue Bonds Projects 2017A" is on file with the Clerk's Office.

Approving and authorizing settlement of a claim asserted by Continental Steel, LLC, by and through the Michael Frost Living Trust through an exchange of City owned real property near Kessler Park for Trust property surrounded by park land.

This item was held on the agenda.
 
 1. The City Manager's Office will present an ARTS Report for the audit titled: The Accuracy and Validity of 311 Data Could Be Improved.
 
 Doug Jones, City Auditor introduced Jean Ann Lawson, City Manager's Office, to present the audit findings and the response to the audit recommendations. The implementation of a new EnerGov CRM system has provided some solutions. A copy of the presentation is on file with the City Clerk's Office.
 
 2. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
