Upon Roll Call the following members were present:

Accepting and approving a twelve-month $912,564.00 contract with the Missouri Department of Health and Senior Services to provide funding for HIV case management services in Kansas City, Missouri.

Dr.Sarah Anderson of the Kansas City Health Department testified that the purpose of this contract is to ensure that all residents living with HIV/AIDS within the 7 Missouri counties of the Kansas City Transitional Grant Area (Cass, Clay, Clinton, Jackson, Lafayette, Platte, and Ray) receive medical case management services according to the policies, procedures, and standards of practice outlined and published by the Missouri Department of Health and Senior Services. In addition, training and education services are provided for HIV medical case managers in Buchannan County The HIV Services program provides HIV/AIDS medical case management services for approximately 2,400 unduplicated clients across the 11 county, bi-state region each year. Over 1,600 clients live in missouri counties are cover by this contract. These services are provided by approximately 35 medical case managers from 4 different agencies (Good Samaritan Project, Kansas City CARE Clinic, Truman Medical Center, and the University of Kansas Hospital). The comprehensive system of care is monitored for the quality, programmatic and fiscal integrity by the Kansas City Missouri Health Department, HIV Services Program.

Accepting and appropriating a two-year grant in the amount of $200,000.00 from the Bureau of Justice Assistance (BJA) 2016-MO-BX-0024 to expand and enhance supportive housing for those exiting the Kansas City Assessment and Triage Center with serious and persistent mental illness; estimating revenue in the amount of $200,000.00 in the Homeward Bound Program KC-ATC account; and appropriating the sum of $200,000.00 to the Homeward Bound Program KC-ATC account; designating requisitioning authority; and recognizing an accelerated effective date.

Megan Pfannenstiel, Jackson County Courts, and Stephanie Boyer, Jackson County Crisis Center gave a testimony of the primary purpose of Justice and Mental Health Collaboration Program (JMHCP) is to increase public safety by facilitating collaboration among the criminal justice, juvenile justice,mental health and substance abuse treatment systems, to increase access to mental health and other treatment services for those individuals with mental illness or co-occurring mental health and substance use disorders. The KC-ATC is a partner with KCPD and Municipal Court. The Bureau of Justice Assistance expansion grant supports the expansion and enhancement of supportive housing for those exiting the Kansas City Assessment and Triage Center (KC-ATC) with serious and persistent mental illness.

 1. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 Councilwoman Canady, gave a brief update for the public's input, sought in the search for a new police chief. There will be three public forums that will take place throughout the city in coming weeks to gather community input about what residents think board members should consider in their search for a new chief to replace Darryl Forté, who will retire May 20. The forums all will be from 6:30 to 8 p.m.: May 8 – Maplewoods Community College, Arbor Room, Campus Center (CC10), 2601 N.E. Barry Rd.; May 15 – Avila University, Whitfield Conference Room, 11901 Wornall Rd..; May 16 – Mohart Multipurpose Center, Room 121, 3200 Wayne Ave. The Kansas City Missouri Board of Police Commissioners has retained the firm Ralph Andersen and Associates to assist in a national search for a new police chief. The deadline for applicants will be May 31. Board President Leland Shurin said members hope to select a new chief by the end of August or early September. The Board will appoint an interim police chief to oversee the department until a new chief takes office. The interim chief will be a current member of the Kansas City Missouri Police Department who is not in the running for the permanent chief position. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
