Estimating and appropriating additional bond proceeds in the amount of $426,000.00 in the KCMAC 2004B (Fund No. 340) in anticipation of an early September 2004 bond sale for construction of a new City Tow Lot; designating requisitioning authority; approving a $425,964.00 contract with Jury Design Inc.; and declaring the City intent to reimburse itself for the use of these proceeds.

This item was held one week. David Park, Deputy Director of Neighborhood and Community Services, and Clay Ancell, Manager, Tow Services, made the presentation before the committee. According to Mr. Park an architect has been selected to do the design work for the new facility. At the request of the council and the Eastwood Hills Neighborhood Association, other potential sites were reviewed. Mr. Park stated that he had done a arieal web search trying to find another area suitable for relocating the tow lot. Potential site locations were being considered for expansion by city departments operating near the locations. Councilwoman Becky Nace asked that this item be held a week to give people in the Eastwood Hills Neighborhood a chance to come to City Hall and voice their concerns about this project. In the meantime, she suggested that staff continue to look at other location sites. Councilman Jim Glover wanted to see members of the neighborhood communicating with the design committee in offering their suggestions on a design of the area.

Amending the Fire Prevention and Protection Code, Chapter 26, Code of Ordinances by repealing Section 26-105.1.1 and Section 26-105.1.2 and enacting in lieu thereof two new sections of like number and subject matter pertaining to certificate of compliance fees.

Public testimony was taken during this meeting. Sam Alpert spoke in opposition to the ordinance. There seemed to be a problem with multi-family and office buildings that needed to be addressed. James McKee was concerned with substituting a fee for taxes. He felt that this ordinance could be a precurser to additional fees. Chris Earlee, Tower Properties, was opposed to the fees. Chris McIntyre was opposed to the exemptions. Vern Walters was opposed to the fees. He thought that inspection fees could come out of the General Fund. Jay Stockton also opposed the fees. Councilwoman Deb Hermann closed testimony to the public. She stated that the fire permit fee was not something that was new. She asked that all parties involve to try and come together to reach a compromise by the next meeting.
 
 Staff from the City Auditor's Office and staff from the Department of Housing and Urban Development, Office of Inspector General, will present a joint audit, "The City's Housing Program and the Role of the Housing and Economic Development Financial Corporation, City of Kansas City, Missouri." Staff from Neighborhood and Community Services Department will make a presentation on the Neighborhood Database. Staff from Dangerous Building Demolitions and Preservation will make a presentation on the Building Reuse Program.
