Accepting and approving a contract amendment with Good Samaritan Project in the amount of $125,005.00 to provide medical case management services in the Kansas City area.


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Frank Thompson, Health Department, testified on behalf of this ordinance that the purpose of these agreements is to ensure that residents living with HIV/AIDS within the 11 County Kansas City Transitional Grant Area (KC-TGA) receive HIV Medical Case Management (MCM) services according to the policies, and standards of practice outlined and published by the Health Resources and Services Administration and the Missouri Department of Health and Senior Services. Services are provided according to Standards of Care established by the KC-TGA Comprehensive HIV Planning Council. The KC-TGA bi-state region includes Cass, Clay, Clinton, Jackson, Johnson, Lafayette, Leavenworth, Miami, Platte, Ray, and Wyandotte Counties.

Amending Chapter 10, Code of Ordinances, by repealing Sections 10-104, Sunday licenses, 10-106, Extended hours permits, 10-214, Consents required, and 10-215, consents not required, and enacting in lieu thereof new sections of like number and subject matter which clean up and condense the consent requirement into one section.


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Jim Ready, Regulated Industries testified on behalf of the proposed ordinance, it is largely a clean-up of the consent requirement and puts all of the language under one section of the ordinance rather than three sections of the ordinance. The only exception is that section 10-214(d) of the ordinance has been stricken. Section 10-214(d) allows property owners to file an appeal with the director to ask for a hearing. Section 10-62 allows an eligible consenter who disputes the issuance of a license by the director to ask for a hearing before the Liquor Control Board of Review. This is a much better opportunity for an eligible consenter to present their case before a neutral group.

Amending Chapter 10, Code of Ordinances, by repealing Sections 10-115, 10-116, 10-117, 10-118, 10-119, 10-120 and 10-127 and enacting in lieu thereof new sections to bring these sections of the ordinance into compliance with Missouri State Statutes that eliminate liquor licenses and permits that are no longer in effect.

Jim Ready, of Regulated Industries testified on behalf of this ordinance. This revised ordinance to comply with Missouri State Statutes. Some of these sections had to be revised and some had to be removed as they are not in compliance with Missouri State Statutes.

 1. There will be an update by KCPD North Patrol Division.
 
 Major Roger Lewis gave testimony of the KCPD north patrol area.
 
 2. Staff from Kansas City Fire Department will give an update on Response Times and EMS Collections.
 
 Deputy Chief Tom Collins,Chief Chuck Zaine, of the KCFD gave testimony of emergency response times and ambulance revenue collections for the month February 2017. An electronic copy of this presentation are available in the City Clerk's Office.
 
 3. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
