City Manager Cauthen also attended. Approval of minutes for February 12, 2009 Business Session – the minutes were approved unanimously. Federal Economic Stimulus Package – Councilman Sharp opened this topic for discussion. He then introduced Greg Williams, City Manager’s Office, to give an overview of the proposed items that were considered to be of Potential Benefit to Kansas City, Mo. (A copy of the list is on file in the Office of the City Clerk.) Mr. Williams explained that this was potential money that may come to Kansas City but applications had to be submitted for consideration of getting funds from the stimulus package. Mr. Williams proceeded to talk about the various project categories on the list. He explained that people with expertise in a particular category had been assigned to work on the paperwork that would be needed in attempts to obtain funds, if and when they become available at the local level. City staff members have been made aware of their roles and are ready to do the work that will be required to accomplish as many of the goals that have been set out on the list. Discussion of Ordinances, Resolutions and Communications on Today’s Docket or for Floor Introduction – Councilwoman Hermann asked the Mayor to allow staff to give a brief update on items that had been passed out of Finance Committee that related to City Finances. Randy Landes, City Treasurer, gave a report on variable rate issues (obligation bond issues) and how they affected city finances. Because of credit rating issues and concerns, the staff was recommending the switch in bond holders for certain projects. The recommendations, while not the best financially, listed the best available options for the city at this time. The staff would come back later with more recommendations, when the financial climate changed or within the next year. Councilwoman Jolly stated that an ordinance to enter into a memorandum of understanding with the various counties to house some of Kansas City inmates currently housed at MCI would be coming forth for vote today. Mayor Funkhouser asked for a week hold on this item in order to get input from citizens on the issue. He stated that he could not support an ordinance that would privatize or transport inmates. But he would like to see a regional facility created. Councilwoman Jolly explained that the time was critical because of budget issues being addressed at the county level. Several councilmembers were in favor of the ordinance going forward while there were councilmembers who felt that the item could be held another week for further discussion. David Park, Deputy Director of Neighborhood and Community Services, stated that the transfer of inmates have potential saving of close to $1 million dollars a year to the city. Councilman Johnson talked about capital improvement projects going forward. He also had questions about Kemper Arena. Items to be placed on Future Business Session Agendas – there were no items.
