The building is located between the Fountain Place Condominium and the parking garage. The parking garage provides two levels of parking with indoor parking spaces underground and surface parking spaces at grade. The surrounding properties to the west and north consist of apartment buildings. The property to the east is the coffee grinding plant owned and operated by Folgers Coffee Company. The applicant is requesting the conversion of an existing 5 story building into condominiums for sale. The units on floors 2 through 5 will be the residential units. Floors 2, 4 and 5 will have 12 units. The third floor will have 11 units with units 303 and 305 combined into one unit. The stairwell, hallway, and elevator shafts will be held as common area. The applicant states that 47 residential condominium units will be developed. The ground floor will have 2 commercial condominium units. The first floor has three common areas. The common area located at the north end of the building will provide access to units on the upper floors. The basement will have two rooms held as common elements. The parking garage will provide 22 parking spaces with 11 spaces on each level. The parking garage will be held as a limited common element. None of the parking spaces are designated to serve the commercial units, nor is an area shown for off street loading. However, a loading dock is shown to provide the building with loading facilities on Bank Street. District M-1 requires 1,000 square feet of lot area for each unit. Multifamily buildings in District M-1 have the same setbacks required as District R-4 (Low apartment) for 100% residential buildings. A lot area of 23,000 square feet is required. However, a lot area of 3,917 square feet exists. Therefore a lot area variance of 19,083 square feet is required. For new construction or change in use, Section 80-444 requires one parking space per residential unit. This application will provide 22 parking spaces with none designated as ADA accessible spaces. In addition, there is not sufficient room on the property itself to provide the adequate numbers of parking spaces for the residential portions of the building. The commercial units have a combined square footage of 8,636 square feet and would require 1 parking space for each 400 square feet. In this instance, about 22 parking spaces would be required. A total of about 69 spaces would need to be provided for the development. This plat would require an extra 47 parking spaces. However in 1988, the Board of Zoning Adjustment granted off-site parking of 36 spaces. Thirty-six off-site spaces added to the 22 on site paces would provide a total of 58 parking spaces. In addition, no new parking requirements are required for the commercial space as parking requirements were enacted in 1951 and that use existed in the building prior to that date.
