Precise definitions of terms "location" and "original license" are also provided.<'{: \ DX  @Text 2YA]X'  <The Board of Liquor Review has indicated in recent hearings to determine appeals of the director s licensing decisions that the Liquor Code has not adequately defined the terms  location and  original license , and that the Code also does not convey authority to remand appeals to the director for further administrative review or action. The proposed legislation will provide a definition of the terms  location and  original license and it will convey to the Liquor Board the authority to remand cases to the director. The legislation will also amend the Code s prohibition regarding the presence of minors in alcoholic beverage establishments that feature  seminude dancing , as the present version may invite a legal challenge on constitutional grounds according to the Law Department. The legislation will provide the industry an improved temporary catering license application process that will avert significant customer service problems when the Regulated Industries Division moves to a field office later this year. The alcoholic beverage industry will acquire limited additional retail package sales licensing opportunities in locations along the Missouri/Kansas state line. The director acquires specific authority to conduct neighborhood impact meetings during the course of liquor license application investigations. There are no direct or indirect costs that will occur if the ordinance is adopted.
