Via Ordinance #090746, the City accepted federal Energy Efficiency & Conservation Block Grant (EECBG) funds toward several energy efficiency projects to occur during the grant period ending in August of this year. One of those projects was to support efforts related to the update of the Citys energy code. These funds will provide for the purchase of the adopted energy code books, staff and customer training, and other related activities. In addition, Missouri state statute requires that when municipal jurisdictions elect to adopt elevator codes and standards, they shall be at a minimum equivalent to those adopted by the State. This notice included a link to a website with the complete text of the draft ordinance. 49 affected organizations were notified (see complete list below). As required by State statute, three copies of the model codes proposed in this ordinance have been made available via the City Clerks Office to allow for public review of the model code documents prior to adoption. The minimum review period is ninety days following posting of all documents, the last of which occurred on February 3, 2012. Staff will continue to work with interested parties through the review period, and it is expected that a revised version with further amendments will be offered for consideration prior to adoption. The adoption of updated editions of the model codes provides for recognition of advances in technology, product development, and response to events, and also for uniformity among various jurisdictions adopting the model codes. New editions of the model codes are published on a 3-year cycle. The last periodic update, which included adoption of the 2006 code series, occurred in January 2008.
