COMMITTEE SUBSTITUTE
FOR RESOLUTION NO. 060061
Establishing
the Nuisance Business Task Force (NBTF) of the various City departments and
outside agencies to formally meet and discuss nuisance businesses in Kansas City, Missouri and coordinating code-enforcement activities between the various
represented groups.
WHEREAS, businesses that behave
in a manner that is unsuitable for the neighborhood in which they operate may
constitute a nuisance business; and
WHEREAS, the citizens of Kansas City benefit from improved regulation by the City and outside agencies; and
WHEREAS, a nuisance business
will benefit when its made aware of harmful neighborhood activities and given
the opportunity to correct the activity; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF
KANSAS CITY:
Section 1. That the Nuisance
Business Task Force (NBTF) is established to review businesses within the City
boundaries for violations of City ordinances and State laws.
Section 2. That the NBTF will be comprised of
members of City Departments and Outside Agencies as follows:
a. City Departments.
The Director or their designee for the following City Departments and
Divisions: Regulated Industries, Health Department, Water Department, City
Planning and Development, Neighborhood Preservation, City Demolition and
Preservation, Tow Services, and Law Department's Prosecutor's Office.
b. Outside Agencies.
The following outside agencies will have members on the Task Force: Fire
Marshall's Office, Kansas City Police Department's Vice Unit, Central Patrol,
East Patrol, Metro Patrol, South Patrol, North Patrol, Shoal Creek Patrol,
Kansas City Power and Light, Missouri Gas Energy, Jackson County Prosecutors
Office, Clay County Prosecutors Office, Platte County Prosecutors Office,
Cass County Prosecutors Office, Drug Abatement Response Team, and State of
Missouri Division of Alcohol and Tobacco Control.
Section 3. That the Director of
Neighborhood and Community Services is authorized to appoint the Chair person,
formulate policies, procedures, and rules regarding the Nuisance Business Task
Force.
Section 4. That the Nuisance
Business Task Force shall report annually to the Director of Neighborhood and
Community Services.
