ORDINANCE NO. 120598

 

Estimating miscellaneous revenue in the amount of $150,000.00 in the General Fund and appropriating that amount to the Deconstruction Abatement account to facilitate deconstruction and demolition of abandoned houses in the Green Impact Zone; and designating requisitioning authority.

 

WHEREAS, the deconstruction and demolition of abandoned houses in the Green Impact Zone will be funded with certain General Fund monies as well as funds provided by the American Recovery and Reinvestment Act of 2009 (ARRA) through the United States Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) Better Buildings Neighborhood Program; and

 

WHEREAS, deconstruction projects have three goals, the first goal being to save the energy embodied in construction materials already used to build houses by focusing on reuse or recycling of the materials, the second goal to reduce construction waste going to landfills, and the third goal to create workforce opportunities for unemployed and under-employed neighborhood residents; and

 

WHEREAS, as part of the EECBG and the EnergyWorks KC (EWKC) program, OEQ has set aside funds for the purpose of deconstructing buildings in furtherance of the three goals identified above; and

 

WHEREAS, the Office of Environmental Quality (OEQ) Division in the City Manager’s Office will coordinate its activities with General Services to publish bid packages and contract with entities trained in deconstruction techniques; and

 

WHEREAS, these projects will use $150,000.00 from the General Fund plus an estimated maximum of $275,000.00 from previously appropriated EWKC grant funds for a total of $425,000.00 to deconstruct approximately 20 houses in the Green Impact Zone; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That revenues are estimated in the following account of the General Fund:

13-1000-100000-486060 Miscellaneous Revenues $150,000.00

Section 2. That the sum of $150,000.00 is hereby appropriated to the following account in the General Fund:

13-1000-108027-B-10008027 Deconstruction Abatement $150,000.00


Section 3. That the City Manager is hereby designated as requisitioning authority for Account No. 13-1000-108027.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
