RESOLUTION NO. 120186

 

Stating the Mayor and Council’s desire regarding the scope of the Environmental Impact Statement for the possible disposition of the Bannister Federal Comlex.

 

WHEREAS, an Environmental Impact Statement (EIS) is being developed, as required by the National Environmental Policy Act (NEPA), for the possible disposition of the Bannister Federal Complex; and

 

WHEREAS, it is vitally important for the physical health of neighboring residents and employees and for the economic vitality of surrounding areas that the EIS have the proper scope; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. Transfer of the Bannister Federal Complex (other than the Marine Corps Data Center which the City Council desires to keep at the site) for commercial redevelopment is much preferable to keeping a vacated site under federal site stewardship.

 

Section 2. The Environmental Impact Statement should consider an alternative for reuse of the Bannister Federal Complex involving the transfer for mixed use redevelopment of this 300-acre site which could include industrial, office, retail and residential uses.

 

Section 3. The Environmental Impact Statement should recognize that a private reuse of the facility will likely require that contamination at the site be eliminated, not just contained, and that at least some, if not most, of the 1940s era buildings on the site will need to be demolished to interest private developers in the site.

 

Section 4. The Environmental Impact Statement should consider that the elimination of contamination and demolition of older buildings not readily suitable for reuse be accomplished in a timely manner so that the vacant site is not a blighting influence on the community.

 

Section 5. That the City Clerk is instructed to submit this resolution to the EIS Document Manager at the National Nuclear Security Administration Kansas City Site Office.
