RESOLUTION NO. 100884

 

Stating the support of the City Council for the General Services Administration Headquarters project in the East Village and directing the City Manager to issue a Request for Information for participation in a public-private partnership to develop a mixed use development which would include parking for the Headquarters and the Richard Bolling building.

WHEREAS, the presence of federal employees is a significant economic presence in the Downtown Loop; and

 

WHEREAS, the proposal of the General Services Administration (“GSA”) of a headquarters project (“Project”) will add over 1,000 employees to downtown’s employment base; and

 

WHEREAS, the GSA has expressed an inability to provide funding for the provision of parking to support its office facilities; and

 

WHEREAS, the City has previously expressed support for the Project in the East Village in Resolution No. 070369; and

 

WHEREAS, the City has previously expressed its willingness to make city property on Block 100 available to the GSA for the Project in Resolution No. 100084; and

 

WHEREAS, it may be necessary to construct a large parking facility to support the existing and future employee base; and

 

WHEREAS, the Kansas City Area Transportation Authority is looking for another transit center location potentially in the East Village area which might connect with the new Troost MAX Line; and

 

WHEREAS, there may be a need to establish a new facility which supports modern governmental fleet vehicles with alternative fueling options such as propane, E-85 fuels, electrical charging stations, and compressed natural gas; and

 

WHEREAS, there may be the potential of providing assistance or improvements to support the existing child care facility in the Richard Bolling building, and

 

WHEREAS, a creative development approach will be needed to find a financially viable means to develop a mixed-use, multi-modal facility providing parking, public transit, flexible fueling, and compatible commercial space funded through a public-private partnership; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council reaffirms its support for the development of the new GSA Headquarters Project in the East Village area.

 

Section 2. That the City Manager is directed to issue a Request for Information regarding the establishment of a public-private partnership to develop a mixed-use, multi-purpose facility to support overall East Village and Downtown development objectives and to provide direct support of the GSA Headquarters and the Richard Bolling building.

 

Section 3. That the City Manager will report back to the City Council within 90 days on responses to the Request for Information.
