RESOLUTION NO. 910531

 

Urging the Missouri Highway and Transportation Commission to assist the City of Kansas City, Missouri, in obtaining Federal participation to fund the construction of a new crossing of the Missouri River which will replace the present and obsolete bridge crossing on the Chouteau Trafficway (Missouri State Highway No. 269).

WHEREAS, the City of Kansas City, Missouri has completed a feasibility study for replacement of the Chouteau Bridge which concluded that the project was necessary to provide vitally needed additional capacity for cross-river traffic; and

 

WHEREAS, the construction of the project will substantially reduce traffic congestion of the adjacent Interstate 435 and Interstate 29/35 (Paseo) Bridges; and

 

WHEREAS, the construction of the project will serve and stimulate commerce in the area by improving this vital link in the City's transportation network; and

 

WHEREAS, consensus on the need for the project and willingness to cooperate in sharing the costs for the improvement have been shown among local units of government; and

 

WHEREAS, the City of Kansas City, Missouri has encumbered funds for additional work on the project including the preparation of final design, construction plans and certain other requirements; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Missouri Highway and Transportation Commission is urged to be an advocate for the City in obtaining Federal funding assistance through the Federal Highway Administration for construction of the project, and to contribute one-half of the required local share to qualify for these funds under the Federal Highway Program.

 

Section 2. That the Missouri Highway and Transportation Commission is urged to add the new structure and approaches to the Missouri State Highway System at the completion of construction.

 

Section 3. That the Missouri Highway and Transportation Commission is urged to assume maintenance of the new structure and the roadway from the intersection of Chouteau Trafficway and Highway 210 on the north to the intersection of Chouteau Trafficway and Front Street on the south.

 

Section 4. That copies of this resolution should be delivered to the Missouri Highway and Transportation Commission as evidence of the strong belief of this Council that the above action is needed.
