COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 200292

 

Authorizing the Director of Parks and Recreation to enter into six Limited Term Contracts for the Park Rangers in the interest of public safety for the park system.

 

WHEREAS, Kansas City Parks and Recreation Department established the Park Ranger program in 2018 to support the enforcement of City ordinances and Park rules in Kansas City Parks and Recreation parks and facilities; and

 

WHEREAS, Ordinance No. 200228 directs the City Manager to refrain from executing or extending any limited term contracts except as authorized by Council through an ordinance; and

 

WHEREAS, Park Rangers are filled through limited term contracts and provide an essential service of safety and security in Kansas City parks and parks facilities; and

 

WHEREAS, the Position Review Committee has reviewed and recommended approval of five Parks Ranger Limited Term Contract positions on April 15, 2020 and one Parks Ranger Supervisor Limited Term Contract position on April 20, 2020; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY

 

Section 1. That the Director of Parks and Recreation Department is authorized to execute five limited term contracts for the Parks Rangers at $25.97/hour ($54,017.60 each, $270,088.00 total) and one limited term contract for the Parks Ranger Supervisor at $35.00/hour ($72,800.04 total) within available appropriations from Account No. 21-2030- 701400-A, Park Safety, to satisfy the cost of these contracts.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
