RESOLUTION NO. 110118
Authorizing
and requesting the Mayor to submit a grant application under the State Services
to Victims Fund in the amount of $115,400.55 with a match of City funds of $7,388.95
for one full time victim assistant and a part time child care provider in the
Domestic Violence Victim Assistance Program.
WHEREAS, in 1981, the
State's initial victim assistance program was established by the Missouri
General Assembly with the adoption of Section 595.050, RSMo, and in 1988, with
the passage of Section 595.100, RSMo, the State Services to Victims Fund was established;
and
WHEREAS, the source of
funding is a $7.50 court cost assessed in any court in the state (including juvenile court) for violation of a
criminal law of the state including an infraction and a violation of a
municipal or county ordinance; and
WHEREAS, the Missouri Department
of Public Safety administers the SSVF funds; and
WHEREAS, Kansas City, Missouri,
is an eligible applicant under the rules and regulations; and
WHEREAS, there is a sufficient number of citizens of
Kansas City, Missouri, who are victims of
domestic violence and child abuse who could benefit under the provisions of the
State Services to Victims Fund; and
WHEREAS, it is in the best
interests of Kansas City, Missouri, and its citizens to apply for a grant from the State of Missouri, Department of Public
Safety, to secure assistance for its less fortunate
citizens who have suffered physical or mental injury through acts which are in
violation of criminal law; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF
KANSAS CITY
That the Mayor
is authorized to submit a grant application to the State of Missouri,
Department of Public Safety, under the State Services to Victims Fund for its
fiscal years 2011-2013 in the amount of $115,400.55 with a match from the City
of $7,388.95 to fund a portion of the salary for one victim assistant and a
child care position in the Domestic Violence Victim Assistance Program with the
total project cost, including the state portion and the City's match, being
$122,789.50.
