RESOLUTION NO. 010742

 

Stating the Councils intention to submit to the voters dual proposals for funding a Public Safety Improvements Program.

 

WHEREAS, the preliminary capital improvements and operating costs assessments for fire, police and other public safety services indicates a need for a substantial amount of funding; and

 

WHEREAS, the Council has studied many options for funding the Public Safety Improvements Program and has determined that a 1/4% sales tax available under Section 321.242 of the Revised Statutes of Missouri (to be earmarked for the Fire Department) and a 1/4% sales tax available for capital improvements and operation and maintenance of capital improvements under Section 94.577 of the Revised Statutes of Missouri (to be earmarked for Police and other public safety services) should be submitted to the voters for their approval as soon as possible; and

 

WHEREAS, Ordinance No. _________ calls for the submission to the voters a proposal to impose a 1/4% sales tax for the operation of the Fire Department on August 7, 2001; and

 

WHEREAS, the Council may not submit the 1/4% sales tax for capital improvements for police and other public safety to the voters on August 7 unless the Section 94.577 is amended by the Missouri General Assembly and becomes effective on or before May 24, 2001; and

 

WHEREAS, if this amendment is approved by the General Assembly and becomes effective on or before May 24, 2001, it is the Councils intention to introduce and pass an ordinance submitting the 1/4% sales tax for capital improvements for police and other public safety to the voters at the August 7 election, on or before May 24, 2001; and

 

WHEREAS, if the amendment is not effective on or before May 24, the Council intends to submit the 1/4% sales tax for capital improvements and certain operating costs for police and other public safety services to the voters for their approval at the next election date available to the City; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby states its intention to submit to the voters for their approval the 1/4% sales tax available under Section 321.242 of the Revised Statutes of Missouri (to be earmarked for the Fire Department) and a 1/4% sales tax available for capital improvements and operation and maintenance of capital improvements under Section 94.577 of the Revised Statutes of Missouri (to be earmarked for Police and other public safety services), which together will comprise the Public Safety Improvements Program.
