RESOLUTION NO. 080542

Expressing the support for the development of the Old Federal Courthouse Project by The Alexander Company of Madison, Wisconsin and recommending favorable consideration of such project by the Missouri Housing Development Commission (MHDC) and authorizing the Mayor to send a letter to MHDC concerning same.

WHEREAS, The Alexander Company of Madison Wisconsin has prepared a redevelopment plan for the Old Federal Courthouse at 811 Grand (the "Courthouse") in Kansas City for rehabilitation for moderate income housing; and

WHEREAS, the Courthouse is a significant historic structure situated in a prominent location in the downtown area and on Grand Boulevard; and

WHEREAS, the Courthouse was one of the last buildings constructed as part of the New Deal projects in the 1930s; and

WHEREAS, the Courthouse served as one of the offices of Harry S. Truman during his time as United States Senator and later as Vice President; and

WHEREAS, the Courthouse now stands as a vacant structure having been vacated after the completion of the Charles Evans Whittaker Building and has been identified as surplus property; and

WHEREAS, the configuration of the Courthouse, though presenting a challenge for any private use, is a critical element in the downtown fabric and its rehabilitation and reuse is important to maintain the downtown redevelopment efforts; and

WHEREAS, the City has previously expressed its support of the redevelopment of the Courthouse by approving the Old Federal Courthouse Planned Industrial Expansion Area Plan; and

WHEREAS, the project will provide a significant economic stimulus for the local economy through the expenditure of $26 million for construction labor and materials; and

WHEREAS, MHDC allocates federal and state tax credits through its Housing Tax Credit program to investors for the construction, acquisition and/or substantial rehabilitation of affordable housing; and

WHEREAS, the City desires to support The Alexander Company in its efforts related to the Courthouse and to urge MHDC to give favorable consideration to the application of The Alexander Company for additional tax credits; NOW, THEREFORE;

  BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

  Section 1. That the Council hereby expresses its support to The Alexander Company in its efforts to rehabilitate the Old Federal Courthouse and in its application for additional tax credits to Missouri Housing Development Commission and recommends that the Commission give favorable consideration to the application by The Alexander Company. Further that the Mayor is authorized to send a letter of support to MHDC in furtherance of this resolution.
